Section 1. Statement of Policy <br /> <br /> Cabarrus County recognized the importance of eliminating employment harriers <br />by establishing a non-discriminatory policy for its employees and applicants for <br />employment. Therefore, it shall now beour policy not to discriminate against any <br />employee or applicant for employment because of race, color, religion, national <br />origin, sex, age, or political affiliation. <br /> <br /> We will consider applicants who are ex-offenders, based on the nature of <br />their conviction, the date of occurrence, the relationship of the job in question and <br />the applicant's qualifications. <br /> <br /> Finally, it shall be our policy to comply with the Vocational Rehabilitation <br />Act of 1973, Section 503 and 504, which requires that contractors, who contract with <br />the government for goods or services of twenty-five dollars ($2,500) or more <br />formulate Affirmative Action Programs for handicapped persons and consider them for <br />positions for which they are qualified. <br /> This policy is a part of our personnel ordinance. <br /> <br />Section 2. Administration of Plan · <br /> <br />County CETA employees~ He shall be directly accountable to the County Manager and <br />shall be responsible for: <br /> <br /> 1. Implementing and com~unicating the plan. <br /> 2. Periodically reviewing the plan, placing special emphasis on the <br /> results achieved. <br /> 3. Preparing workforce breakdowns on an annual basis. This report <br /> shall include information relating to recent promotions and hirings, <br /> according to r~ce, sex, national origin, and job classification. <br /> 4. Receiving and investigating rumors or complaints of discrimina- <br /> tion from other employees. <br /> 5. Posting his name., location, hours, and phone number in one or <br /> more public areas. <br /> <br />Section 3. Dissemination of Policy and Plan <br /> <br /> In order to make our employees aware of our non-discrinimatory policy and to <br />acquaint them with this Affirmative Action Plan, the follol~ng steps shall be taken: <br /> <br /> 1. All present employees shall receive a copy of the Affirmative <br /> Action Plan, and have same explained to them. <br /> 2. New employees shall receive a copy of the plan upon being . <br /> hired, and have the plan explained to them. <br /> 3. Copies shall be available to applicants in the County Manager's <br /> Office and the CETA Personnel Office. <br /> 4. Ail recruitment sources shall be notified and shall receive <br /> a copy of the plan. <br /> <br />Section 4.
