CABARRUS COUNTY
.)4 Post Office Box 707
~' -~[ CONCORD. NORTlt CAROLINA 28025

MEMORANDUM

TO: Charles D. McGinnis/County Manager ~),~
FROM: W. S. Chandler, Jr./Director of Planning
SUBJECT: Zoning Ordinance Public Presentation
DATE: September 5, 1980

Since dissemination of the preliminary draft zoning ordinance
for Cabarrus County, the Planning Department staff has received
input from a broad range of interests as well as individual
citizens regarding that document. A concentrated effort has
been made and is planned to insure that the general public is
familiarized with the ordinance prior to the public hearing
required for passage, so that any final decision may be made
in an atmosphere of understanding. We feel that this total
public information process will evade some of the minunder-
standings or confusion that was evidenced in the past. Like-
wise, this process will help to ensure that the final ordinance
reflects needs and desires specifically related to land use
planning within our County.

Generally, the input process has included three major areas to
date. First, a public survey of six hundred and forty-six
Cabarrus households has been completed, and has provided much
insight into public wishes for land use planning and the pro-
posed zoning ordinance. Secondly, several persons and groups
representing personal and business interests have contacted
our department and have provided more specific comments on the
draft ordinance. For instance, we have conferred with and/or
given presentations to members of the agricultural community
(i.e., grange, State Farm Bureau); representatives of the
manufactured housing industry, the outdoor advertising industry,
the real estate and home builders associations. We have also
sought and received input from several state and regional
agencies such as the North Carolina Institute of Governments,
North Carolina Soil Conservation Service, North Carolina Depart-
ment of Natural Resources and Community Development.
