October 8, 1980 DEPARTMENT OF CR[HE CONTROL AND PUBLIC SAFETY E?.IERGENCY MAHAGE~/ENT FIELD EXERCISE FOR FIXED NUCLEAR FACILITY FIELD EXERCISE INSTRUCTIONS - MCGUIRE NUCLEAR STATION I. PURPOSE. The Emergency Management Field Exercise for Fixed Nuclear Facility is desiqned to: A. Serve as a mans of testing tile North Carolina Radiologicat Emergency Response Plan in Support of the I4cGuire Nuclear Station. B. Provide disaster operations training for departments of State government and other agencies with assigned tasks in the plan, to include local governments Duke Power Company and tile Emergency Broadcast System serving the affected area. II. GENERAL. A. This exercise will be conducted in many ways similar to the Brunswick Steam Electric Plant' Exercise which was held in December, 1979. In other ways, it will differ. As a means of reducing the exercise costs to the State for travel and per diem and to conserve fuel, cer- tain disclosures will be made prior to the exercise. The exercise wind directions and velocity will be announced and tile general downwind area to be evacuated will be described. See Annex A - Field Exercise Scenario. This will allow State departments to furnish only those players and equipment needed for a specific evacuation area rather than prepare for the whole lO-mile radius evacuation zone. This will reduce considerably the numbers of State personnel required to man traffic control points and monitoring and decontamination station as ',./ell as erect road signs. B. Local governments in tile downwind area can cxpect to play the exercise in accordance with Lhe HcGuire Response Plan to include actual warning, evacuation, and shelter operations. Local governments not in the downwind area are autilorized and encouraged to play actual warning and limited evacuation and shelter operations. III. SCOPE. The exercise will include tile following: A. The activation of tile State E,~rgency Operating Center Oil a 24-hour basis. B. Tile reporting of representatives from each department shown below in paragraph V (Participation) to the State Emergency Operating Center (EOC). C. 'File disp~chinq of ~ile state Emergency Response Team (SERT) with selected representatives from departments shown below in paragraph V.
