October 8, 1980 <br /> <br /> DEPARTMENT OF CR[HE CONTROL AND PUBLIC SAFETY <br /> <br /> E?.IERGENCY MAHAGE~/ENT FIELD EXERCISE <br /> <br /> FOR <br /> <br /> FIXED NUCLEAR FACILITY <br /> <br /> FIELD EXERCISE INSTRUCTIONS - MCGUIRE NUCLEAR STATION <br /> <br />I. PURPOSE. The Emergency Management Field Exercise for Fixed Nuclear <br /> Facility is desiqned to: <br /> <br /> A. Serve as a mans of testing tile North Carolina Radiologicat <br /> Emergency Response Plan in Support of the I4cGuire Nuclear Station. <br /> <br /> B. Provide disaster operations training for departments of State <br /> government and other agencies with assigned tasks in the plan, to <br /> include local governments Duke Power Company and tile Emergency <br /> Broadcast System serving the affected area. <br /> <br />II. GENERAL. <br /> <br /> A. This exercise will be conducted in many ways similar to the Brunswick <br /> Steam Electric Plant' Exercise which was held in December, 1979. In <br /> other ways, it will differ. As a means of reducing the exercise <br /> costs to the State for travel and per diem and to conserve fuel, cer- <br /> tain disclosures will be made prior to the exercise. The exercise <br /> wind directions and velocity will be announced and tile general <br /> downwind area to be evacuated will be described. See Annex A - Field <br /> Exercise Scenario. This will allow State departments to furnish only <br /> those players and equipment needed for a specific evacuation area <br /> rather than prepare for the whole lO-mile radius evacuation zone. This <br /> will reduce considerably the numbers of State personnel required to <br /> man traffic control points and monitoring and decontamination station <br /> as ',./ell as erect road signs. <br /> <br /> B. Local governments in tile downwind area can cxpect to play the exercise <br /> in accordance with Lhe HcGuire Response Plan to include actual <br /> warning, evacuation, and shelter operations. Local governments not <br /> in the downwind area are autilorized and encouraged to play actual <br /> warning and limited evacuation and shelter operations. <br /> <br />III. SCOPE. The exercise will include tile following: <br /> <br /> A. The activation of tile State E,~rgency Operating Center Oil a 24-hour <br /> basis. <br /> <br /> B. Tile reporting of representatives from each department shown below in <br /> paragraph V (Participation) to the State Emergency Operating Center <br /> (EOC). <br /> <br /> C. 'File disp~chinq of ~ile state Emergency Response Team (SERT) with <br /> selected representatives from departments shown below in paragraph V. <br /> <br /> <br />
