October ~, 1980 FIELD EXERCISE INSTRUCTIONS - MCGUIR[ NUCLEAR STATION ANN[X A - FIELD EXERCISE SCE~ARIO I. GENERAL SITUATION. A. The McGuire ~luclear Station is located l0 miles N.I~ of Charlotte, N.C. and in the couuty of Mecklenburg. The plant has two pressurized water reactor units, each capable of producing 1,180 megawatts of electricity. The station is located just east of Cowan'~ Ford Dam on Lake Norman and is surrounded primarily by agricu!tural and recreational areas. B. The North Carolina Department of Crime Control and Public Safety, in conjunction with the Department of liuman Resources~ other interested departments and agencies, local governments, and plant ]ersonnel has developed the North Carolina Radiological Emer§ency Response Plan in Support of the McGuire Nuclear Station. This plan calls For tile ~rompt notification of the State, Mecklenburg County, and the ~IRC by the McGuire Nuclear station in the event of an emergency at the plant. It also calls for a response reaction at State and local levels, the early warning and evacuatiou of selected zones in a 10-mile radius of the plant, tile sheltering of evacuees at a distance of not less than ]5 mi les and preferably 20 miles, and radiological monitori~g of suspected areas for a radius From the plant of up to 50 miles. This plan calls for a concerted effort by all involved agencies. II. SPECIAL SITUATION. The special situation will be announced in the form of a message ~ the plant manager, ~qcGuire Nuclear Station to tile State Warning Point. This message will arrive at 8:00 A.M., December 5, in the State Emergency Operating Center (EOC) and simultaneously in the Mecklen- burg County EOC. !.leather reports at that time will indicate that tile wind is blowing from the west southwest at three miles per hour a~ld is forecasted to remain the same for 2q hours. III. INITIAL REQUIREMENT. All personnel who will participate in the exercise must be familiar with the North Carolin~ Radiological Emergency Response Plan in Support of the ltcGuire Nuclear Station and especially the tasks assigned in paragraph II, Assignment of Responsibility, of the Basic Plan.
