October ~, 1980 <br /> <br /> FIELD EXERCISE INSTRUCTIONS - MCGUIR[ NUCLEAR STATION <br /> <br /> ANN[X A - FIELD EXERCISE SCE~ARIO <br /> <br />I. GENERAL SITUATION. <br /> <br /> A. The McGuire ~luclear Station is located l0 miles N.I~ of Charlotte, <br /> N.C. and in the couuty of Mecklenburg. The plant has two pressurized <br /> water reactor units, each capable of producing 1,180 megawatts of <br /> electricity. The station is located just east of Cowan'~ Ford Dam on <br /> Lake Norman and is surrounded primarily by agricu!tural and recreational <br /> areas. <br /> <br /> B. The North Carolina Department of Crime Control and Public Safety, <br /> in conjunction with the Department of liuman Resources~ other interested <br /> departments and agencies, local governments, and plant ]ersonnel has <br /> developed the North Carolina Radiological Emer§ency Response Plan in <br /> Support of the McGuire Nuclear Station. This plan calls For tile ~rompt <br /> notification of the State, Mecklenburg County, and the ~IRC by the McGuire <br /> Nuclear station in the event of an emergency at the plant. It also <br /> calls for a response reaction at State and local levels, the early <br /> warning and evacuatiou of selected zones in a 10-mile radius of the <br /> plant, tile sheltering of evacuees at a distance of not less than ]5 <br /> mi les and preferably 20 miles, and radiological monitori~g of suspected <br /> areas for a radius From the plant of up to 50 miles. This plan calls for <br /> a concerted effort by all involved agencies. <br /> <br />II. SPECIAL SITUATION. The special situation will be announced in the form <br /> of a message ~ the plant manager, ~qcGuire Nuclear Station to tile State <br /> Warning Point. This message will arrive at 8:00 A.M., December 5, in the <br /> State Emergency Operating Center (EOC) and simultaneously in the Mecklen- <br /> burg County EOC. !.leather reports at that time will indicate that tile wind <br /> is blowing from the west southwest at three miles per hour a~ld is forecasted to <br /> remain the same for 2q hours. This wind direction would put the municipal- <br /> tries of Cornelius, Davidson, and Huntersville~ Nortt~ Carolina, in or near <br /> the projected path of tile plume if any emissions are made at the nuclear <br /> station. <br /> <br />III. INITIAL REQUIREMENT. All personnel who will participate in the exercise <br /> must be familiar with the North Carolin~ Radiological Emergency Response <br /> Plan in Support of the ltcGuire Nuclear Station and especially the tasks <br /> assigned in paragraph II, Assignment of Responsibility, of the Basic Plan. <br /> <br /> <br />
