The' <br />metropolitan area concept that underlies nhe statistical <br />standard is embodied in published objective crite[ia, whic~ :~!~[{~{{~{' ........... <br />in turn are used co define specific metropolitan areas. <br />These criteria have been developed to provide definitions <br />of all principal metropolitan areas tha~ will be consistent <br />so far as possible across the councry. <br /> <br />Over the last two decades, SS~SA's have been widely used ............. "=:":=='=~' <br />by Federal agencies, not only as statistical units but also :.~:[-[.[.~.~. <br />for planning and program administration. Statistical Policy <br />Directive No. 7, and its predecessor OMB Circular No. A-46 <br />dated May 3, 1974, have stated that standard metropolitan :...:.:..:...~ <br />statistical ~reas shall not be used in the administration <br />of any nonstatistical program unless the head of the agency <br />bas determined that such use is appropriate to achieve the <br />program's objectives. The current Directive states: <br /> <br /> Standard Metropolitan Statistical Areas shall <br /> not be used in the administration of any nonsta- ]"~{'~':]~]~'~'~ <br /> tistical pro, ram unless the head of the agency <br /> has determined that such use is appropriate to <br /> achieve the program's objectives.
