Subchapzer Ii of ~Act <br />sta~es that ins purpose is to provide assistance to Sta~es <br />and localities for. establishing effective comprehensive <br />areawide plans and programs. The Act sets uo provisions <br />for coordination o~ areawide deve!opm~nt efforts among <br />Federal agencies and authorizes the Secretary of HUD <br />to appoint a "metropo!ita~ expediter" for a metropolitan <br />area to provide information and assistance to local authorities <br />and Federal agencies concerning pro§rams conducted within <br />that area. Grants to assist planning of areawide development <br />are made to State and local agenc,_es for up to 20 percent <br />o~ the cost of the prooosed project <br /> <br />The Act requires all proposals submitted after June 30, 1967 <br />to be reviewed by an areawide agency designated to perform <br />metropolitan planning for the area in which the applicant <br />is located. OblB Circular No. A-95 is essentially based <br /> <br /> Enhancement of Environmental Qua!ltv. ~UD has recently <br />recelveo comments on a proposee a~endment, which appeared <br />in the Federal Re~ister On August 8, 1978 concerning <br />Departmental procedures for protection and enhancement <br /> <br />HUD requires the preparation of an Environmental Impact <br />Statement (EIS) for proposed housing actions involving <br /> <br />and nonexempt rehabilitation. In the past, an EIS was <br />required for housing actions involving more than 500 <br />units. The _~roposed amendment reflects ~he belief that <br />a fixed threshold of 500 units does no~ adequately reflect <br />differences among areas in which housing actions occur. <br />For counties within SMSA's, the amendment replaces the <br />fixed threshold with a flexible system of thresholds <br />based on the size of a county's oopu!ation. The number <br />of threshold units required fo~ submission of an EIS <br />increases for SMSA counties with increasingly greater <br />populations. The requirement of an EIS is thereby tied <br />to the size of a given county's population, as well as <br />'to other HUD criteria.
