AN ORDINANCE REGULATING AND LICENSING SECONDHAND PRECIOUS METAL BUSINESS W}tEREAS, pursuant to Chapter 153A Sect,ion 121, of the General Statutes of North Carolina, a county may by ~rdi~an~e define, regul~te~ prohibit or abate scts, omissions or conditions detrimental to the [~ealth, ~afety or welfare of its citizens and the peace aed dignity of the county. NOW, THEREFORE, the County Bomrd of Co~ssioners of Cabarrus County hereby adopts the following ordimmnce: SECONDUAND PRECIOUS METAL'B~SINESS Sectto~ 1, License Required. (a) No person, partnership, corporation or association shall operate a secondhand precious metal business as herein defi~ed ~luless such person, part~lership, corporatioa or association shall have first ~pplied for and received a privilege liceese.from the cou~]ty tax collector. A se~>arate license shall be required for each location, meca} business, and each li~ei~se shall designate the locacioe, p}ace (b) Every empl. oyee of z~ secondhand p~'ec{ot{s metal business shall, within five (5) dz{ys of bei{~g employed, {'egister his name and address with the Cabarrus County Sheriff's Department and have his th~mbprints, fi{)ge{'pr[nts a{}d phntogrnph takee by the Cabarrus County Sheriff's Department. S.~h em{~}oyee shnll then be issued by the Cabarr{{s County Sheriff's Department a certificate of complianc~ with this section. Section 2. Secoedband Precious Metal Uusimess Defined. I secoedhand precious meual business is hereby defined to mean any persoe, trading for or otherwise ocq~{iri{]g o~ership of any secondhand mrticle made, In whole or in pa[~, of )fold o~' silver o¥ platinnm. Fo¥ purposes of chis artlcle, which has been previously traded or sold hy a retailer. For purposes of this ertlcle, the term "secondb4{nd drtfcle" shall not include any coin or any gold or silver ingot or bar. Section 3. Ii}vesti~atlon of License A}}pl[caet.
