These crimes include homicide armed <br /> robbery, and non-residential breaking, entering, and larceny. With the projected <br /> ~mplementation of a Rape Crisis Counci in Cabarrus County, we forsee an increase <br /> 'n reported cases of sexual assault. <br /> <br /> ./ The need for expanded use of science and technology in the investigation and <br /> (successful prosecution of these crimes i's self-evident. <br /> (Specialized crime scene equipment and crime scene technicians are needed to locate, <br /> ~coilect, process, and preserve evidence' !eft by the perpetrator on the crime scene <br /> ~during the commission of the c'rime. The technician then <br /> must <br /> properly <br /> prepare <br /> and <br /> present <br /> ~the collected evidence during judicial proceedings. At the present time, the Cabarrus <br /> (County Sheriff's'Department has the qualified personnel to perform this function, but <br /> ~does not have the necessary and appropriate equipment or adequate manpower to perform <br /> Lthe mission. <br /> <br />7. GOAL STld~E2.I~T? ~D I.~'~URABLE OL>OECPIVES (Descrlkewhat the psoject wi].l achieve ~n <br /> order to address the problem.) <br /> The Cabarrus County Sheriff's Department will assign Ewe officers [o conduct <br /> in-depth investigations of serious crimes reauiring a crime scene search [o identify, <br /> collect, process, and pres',,'w evidence ief[ by tbe perpetrator during the commission <br /> of a crime. <br /> The Cabarrus County Sheriff's Department will purchase and operaltionalize an <br /> Evidence Collection Van. <br /> The Evidence Technician will provide technical assistance and training LO officers <br /> assigned to the Patrol Division of the Cabarrus ~ounty Sheriff's Department in the <br /> proper handling and preservation of physical evidence. <br /> The Evidence Technicians will establish an evidence room and procedures for the <br /> proper storage and handling of physical evidence collected by officers of the <br /> Cabarrus County Sheriff's Department. <br /> The Evidence Technician Unil will establish a records system for the collection <br /> of'da~ relevant to crime 'scene assistance call~. <br /> <br /> With the implementation Of the Evidence Technician Unit, the following objectives <br /> will be met: <br /> I. increase arrest rates in serious ParL I crimes (murder. armed robbery, and <br /> non-residential breaking, entering, and larceny) by <br /> 2. Increase conwction rates in the above crimes by IO~. <br /> 3. Show a reduction in crime n the targeted areas. <br /> 4. Increase calls for crime scene processing 'n the ~argeted areas by 50%~ <br /> <br /> <br />
