Cook: <br /> <br /> On behalf of the Goversor~s Grime Co~u~iission, I am please(| co aunounce the <br /> adoptiou of final guidelines and procedures for allocating the Fiscal Year ].978 <br /> Juvenile 3ustice and Del~utiou Act fu!%~s in Nortb Carolina. The <br /> t~o ma~n ~s ~re~' 1) distributin§ tile ]978 monies; 2) inserisg' local <br /> ci£izen involvement. I will cover each of these separately. <br /> <br /> North Carolina's base grant for Fiscal Year 1978 Juvenile Justice and Deli~- <br /> quency Preventiou .%ct funds amounus co $1.602 million, Federal law requlres that <br /> $11~250 be allocated 5o the "State Advisory Group" for ac£ivities consistent with <br /> Section 223 (a) (3) of the JODP Act. In North Garolina, the "State Advisory <br /> Group" is an expanded version of the 3uvenile Justice Planning Committee of the <br /> Governor's Crime Commission. In adddition, $15,000 was diverted (this is optional <br /> for each state up to 7.5?0 of the total award) for planning and administration <br /> within the Division of Crime Control. This division has beem designated as the <br /> sole state agency for supervising the preparation and administration of the <br /> state JJDP plan. <br /> <br /> !\ S170,000 discretionary fund for new programs only ~4as set aside to be <br /> used as {811o-~s: <br /> <br /> 1. To fund innovative programs; a~ld <br /> <br /> 2. To assist programs that will be multi-county in scope. <br /> <br /> Grant applications for the usa of tbese discretionary funds must be approved by <br /> the Couety Commissioners and submitted by a county to the Division of Crime <br /> Coetrot for review and approval. The discretionary fund will be available oil a <br /> continuing basis, and programs which are satisfadtorily evaluated may be refuoded <br /> in whole or in parE. These are competitive funds with no maximum limit oe <br /> much a single county may apply for. Applications for these disaretionary funds <br /> muSE be recei9ed ag tile Division of Crime Control on or before April l, 1979. <br /> <br /> Ti~e remaining balance of North Cato[inn's FY 1978 award will be made aw~il- <br /> able ~o counties for direct gral~t application to the Division of Crime Control. <br /> Following is tile formula that %~as u.~;cd to div~du the funds among thc counties: <br /> <br /> PO.
