Box 707
Concord, North Carolina 28025

Dear Charles:

The lease on the property being used for the Cabarrus County Sanitary Landfill
will expire shortly. It is the health department's recc~mendation that ~he
county consider purchasing this property for continued sanitary landfill
operation for the following reasons:

1. In the lease urea, there is approximately 150 acres of usable
land.

2. Finding a suitable site for future sanitat7 landfill urea will
become more critical in the future.

3. It is anticipated that this area could be used for an additional
thittyyears at the present rate of use. Usi~j the lard presently
owned by the county %aDuld provide us with fifteen years of service.

4. The present location is centrally located in being in equal diskance
frc~ Kannapolis, Concord and Mt. P~easant anti it is also accessible
to individuals wishing to utilize the landfill.

5. The soil in the existing lease has proven to be superior for any
type of landfill operation. We have been able to excavate to
40 feet with a minimum of rock. O~r equipment has lasted longer
than expected due to the fact that we have not enoountered rocky
terrain.

6. The inflt~x of new industry will certainly have an adverse affect
in our present level of landfill operation. Phillip Morris, coming
into the cc~mtmity, is estimated to increase the volume of the
sanitary laedfill by 25 to 30% per year.

,Itl t:}lttal Opl~ortwdty EmpllL 'ct
