Charles McGinnls, Cabarrus County Manager Cabarrus County Manager's Office 77 Union Street South Concord, North Carolina 28025 Dear Charles: I have received your letter indicating the approvals of the recommendations of the Task Force in the pre-application process and also the direction for the Task Force to prepare an application for Co~mmunity Based Alternatives Funds. The Task Force met today and this information was forwarded [o them including the deadlines which were included. At the meeting it was determined that since the Board of County Commissioners had approved the recormmendations for the membership for the Task Force and also since it appeared that the projects would require hea%~ investment in the development and planning stages of juvenile court, DSS, and school personnel, it was felt that the provisional le~_ad~ of Dr. Roy Smith and of myself as lead agent could and should be transferred to other members of the Task Force. Mr. Vern Brady of th~' j_uvenile court and Mr. Peter Bishop of 3ackson Training S~oo] were elected to be co-chairpersons and immediately began assisting the Ta--~k--F~-~ce in identifying the additional steps to be taken There will continue to be representation of the Mental Health Center on the Task Force. Therefore with this letter and with the Task Force having been established and new leadership identified on a permanent basis I am requesting to be relieved of my responsibilities as lead agent in this endeavor. I continue to provide ~y personal support to this project which I feel strongly has the best interest of many youth and its services in Cabarrus County. I would appreciate it if you would confirm affirmative support for th~s request. If I can be of any further assistance in this or any other matters I am sure you will not hesitate ~o contact me.
