CABARRUS COUNTY <br /> <br /> CONCORD, NORTH CAROLINA 28025 <br /> April 11, 1979 <br /> <br />Mr. Charles McGinnis, Countg Manager <br />Cabarru$ Countg <br />Post Office Box 707 <br />Concord, North Carolina 28025 <br /> <br />Dear Charles: <br /> <br /> On Mondag, April 9, 1979, the Cabarrus Countg Commissioners instructed <br />this office to check into tha possi~ilit~ of applying for a CETA special <br />project grant which would involve us hiring up to 40 people to replace and <br />repair Street signs and also to clean up the road sides in the county. <br /> <br /> I talked with Butch Chandler, County Planner, on Tuasday about the sign <br />maintenance aspect of the special project, and he stated that he could use <br />the additional help. Butch and I then talked with Mr. Don Goins, Assistant <br />Division Engineer, and Pat Patterson, Distric~ Engineer for the Department <br />of Transportation in Albemarle, about providing supervision and equipment <br />for a crew of CETA workers to clean up the state right of ways in tha eountg. <br />They felt that they could not participate in this project because of a lack <br />of supervisors and equipment, transportation problems, and possible liability <br />Insurance problems. <br /> <br /> Since ~he DOT does net want to work with this pro3ect, this office has <br />applied for 30 maintenance posit~ons (10 for the County, 5 for the County <br />Planner, 5 for Kannapolis Citg Schools, 5 for Concord City Schools, and 5 <br />for tha City Planner; to participate in a grounds and buildings beautification <br /> <br />and general repair project.
