Education apd Welfare, Region IV has established a special provision requirement on the FY 1979 Family Planning Title'X~grant concerning patient fees, The Health Services Funding Regulations feo~ire that family planning projects implement self-pay collection orocedures .in all clinics, A waiver to this requirement has been reouested and approved enablin~ the ~orth Carolina Statewide Family Planning Program to pilot test patient fe6s i~ five counties pr]er to statewide implementation scheduled for July 1979c All Bureau of Community ~ea!th Services funded project grant programs are monitored for their compl}~nce with established funding criteria, One of these:criteria is a patient fee schedule acceptable to the Regional Office which inclu'd'es a schedule for oiscount~ng fees base'd on a pa~en~ s ability to pay %r services without creating a barrier to care. (Health Services Funding Regulations, DHEW - 42 CFR. Part 59. subpart A). Enclosed please ~ind a summary of the current status of family planning patient fees which ~as developed as part of the financial plan narrative section for the FY 1980 Title X renewal application. Attachments include a letter to Dr. Morrow from the Regional Health Administrator; the sliding fee scale devel.eped for the pilot counties; a patient fees reporting form; an agenda for training staff in the pilot counties; publicity samp~%s for patient fees~ and a review, of the evaluation design for the pilot project. !t is hoped that this in~ormation will provide the necessary background as we m~ve ahead with statewide implementation. Regional Family Planning Coordinators have received some training ~n the area of patient fees 'and will assume a major role in working with health department staff d.~.. ~h~ .mv~ few months It will De necessary to establish a s~Fong patient and communiSM awareness effort in order to gain support for patient fees family p~an~ing clinics.
