~ DAVID M. GRIFFITH AND ASSOCIATES, LTD.
ACCOUNTING SPECIALISTS TO LOCAL GOVERNMENT
1715 HUNTING RIDGE ROAD, RALEIGH, NORTH CAROLINA 27609 (919) 876-2648

September 7, 1979

Mr. Charles D. McGinnis
Cabarrus County Hanager
Courthouse, BOx 707
Concord, North Carolina 28025

Deer Mr. McGinnis:

I enjoyed meeting with you and Blair Bennett and having U]e
opportunity to discuss our cost methodology with you. I hope that I ex-
plained the central services cost allocation plans we can develop for your
county adequately and that you will decide to utilize our services. As
we discussed, such a pl~o could financially benefit your locality, not
only this year, but also in future years.

Since gou are already recovering some indirect costs through the
Department of Social Services, I am proposing that we do a central services
cost allocation plan under our contingent fee arrangement for $12,000 and
would also piovide the additional services as outlined on page 1, paragraph
2 of the contract that I left with you. Under this arrangement, our agreed
upon charge is not payable ~less ~ou recover funds as a result of the plan
developed. We are paid 50% of the recoveries up to the agreed upon fee.
Of course, the base ~ount you are already receiving would accrue to the
county before any fee computation would be mede.

I look forward to working with you and members of your staff,
and I am sure that we can assist you in recovering significant dollars due
the county as well as providing a valuable cost accounting document.
