NORTH CAROLINA ASSOCIATION OF COUNTY COMMISSIONERS

215 N. DAWSON ST. , P.O. BOX 1488 · RALEIGH, NORTH CAROLINA 27602 · TELEPHONE 9~9~832-2893

MEMORANDUM
TO: Chairmen/Managers
FROM: C. Ronald Aycock, Executive Director
DATE: October 31, 1979
SUBJECT: Medicaid Budgets

Governor Hunt has pledged to seek a $5 million appropriation
in the 1980 Short Session of the General Assembly for distribu-
tion to the 80 counties which were adversely affected by the
shift in the formula for payment of rest home/nursing home
costs. The appropriation will recompense the counties for the
negative effects oC the formula shift.

At its October 26 meeting, the Association Board discussed
the status of counties payment of the 1978-79 Medicaid cost
overruns. It was pointed out'that several counties still had
not made arrangements'with the State to either pay the 1978-79
Medicaid cost overruns or accept interest free loans from the
State for those overruns.

It is the belief of the Board of Directors that the General
Assembly is much more l~kely to appropriate the $5 million
if all c6unties have made settlements with the State. The
Association Board, therefore, urges each county to either
pay the 1978-79 Medicaid cost overruns, or make arrangements
for an interest free Stake loan.
