Ronald Aycock, Executive D~rector <br /> and General Counsel <br /> <br /> DATE: December 16, 1977 <br /> <br /> SUBJECT: Computer Soft~are Acquisition For Property Appraisal <br /> <br /> For several months the Association has been exploring the <br /> possibilities of acquiring two software p~¢kages for the purpose <br /> of computerized property appraisal. ;~e feel that this is an <br /> area in which therB exists a lack of available expertise and few <br /> sources of advice, and that the counties are often at the mercy <br /> of appraisal firms and computer salesmen who have little <br /> understanding of the needs of counties. Counties are continuing <br /> to pay greater and greater amounts of money at t~ie time of <br /> revaluation for what are sometimes simple variations of the same <br /> computer systems. As a matter of economics, the development <br /> of some in-house capabilities is being explored in many counties, <br /> and more efficient methods of handling revaluation are constantly <br /> being sought. <br /> <br /> At its December meeting, the Association board of directors <br /> authorized a survey of the counties to determine the interest <br /> in a joint approach to the resolution of this problem. The <br /> Association is proposing the acquisition of ownership rights <br /> and an in-depth study of the capabilities of the two computer- <br /> ized appraisal systems which are available, as well as a study <br /> of the various configurations of computers on which the systems <br /> will run. As the attached paper explains, this study would be <br /> undertaken over an eight-month period and would result in the <br /> publication of user manuals, installation manuals, and a <br /> technical evaluation of the two software packages. The proposed <br /> study would be financed by contributions from those counties <br /> desiring.to participate in the program. In return, the <br /> contributing Counties Would receive the above-mentioned manuals <br /> and the use of either system when desired. <br /> <br /> <br />
