One of:l~ purposes was -- <br />to test different approaches in solving the .emPloYment probl?s of youth. In the <br />spirit of ~_hat stated purpose the decision was made on the prnne SpOnsor level ~o - <br />have the Specialized Opportunity Services (SOS) Centers. <br /> <br />Since the S~kS Centers are a d~nonstration project; they Should be looked upon as <br />experimental services. If it is decided to oontinue the prOgram we v~ll provide all <br />of the funds, under no circumstances I can assure your governing body ~hat Cabarrus <br />County would be mandated to provide the proposed services supported bY local funds. <br /> <br />Sclr~ federal programs such as Title XX require matching local funds and ~h~ provision <br />of certain services.
