Placement in unsubsidized jobs, primarily in the pri~ate <br /> sector, %$ill be the key yardstick. Income ~ransfer programs in <br /> general, and adult work ex_~erience programs in particular, will not <br /> bE looked upon favorably. Council committees, regional planners and <br /> program operators should take this into account in developing and <br /> reviewing FY-79 plans. <br /> <br /> 4) Monitoring and evaluation will be a major emphasis at the national, <br /> regional and state level. Cost effectiveness analysis and compara- <br /> tive analysis techniques have been implemented in the region, and <br /> will be implemented in the state, including analyses at the LRO and <br /> individual contractor level. Program operators will bE held account- <br /> able to and evaluated on the basis of their approved plans and con- <br /> tracts. Careful planning and close control of expenditures ~ill be <br /> essential to meet emerging regional policies and standards on cost <br /> effectiveness. <br /> <br /> 5) Piscal management and program information systems will get very <br /> strong emphasis during the balance of this, and throughout the next <br /> fiscal year. Regional deadlines and standards are getting tighter <br /> and tougher. The Division of Comn~unity Employment will not be able <br /> to transmit funds to any contractor that cannot fully comply with <br /> fiscal and program information reporting requirements. <br /> <br /> 6) Affirmative action is a key regional concern. Region will not fund <br /> any FY-79 grant ~]at does not have an appropriate affirmative action <br /> plan. The state prime sponsor therefore cannot fund any contrac~ <br /> that does not provide for or conform to the approved plan in the <br /> grant. <br /> <br /> 7) Targeting for special need groups; placements ~n unsubsidized <br /> ployment; private sector participation, along with youth program <br /> activities and welfare reform, will be emphasized over the next year. <br /> <br /> Both the regional office and state will put increased emphasis on tech- <br />nical assistance and training support to help meet program requirements and <br />performance goals.
