Mr, Glenn Hawfield, Jr., Chairman
Cabarrus County Bd. of Commissioners
85 Washington Lane, S. E.
Concord, North Carolina 28025

gear Co~missioner:

We want to advise you that we are planning to chanoe some procedures in
col.lecting information for the annual Land Utilization Survey. We do not expect
to ask your county offices to collect and list Jata from tract owners in the
Land Utilization Township books in early 1979.

I want to personally express my sincere appreciation for your assistance in
this project through the years, I feel certain that many of you will welcomo
this proposed change. Several of you have told me that this project has become
an increasing burden to you in recent years because of new automated tax collection
procedures and several other reasons. As you know, listing of crop and livestock
information in the land utilization census fs further complicated each five years
when the U. S. Census of Agriculture is taken.

The U. S. Census will be conducted again in early 1979. Therefore, this appears
to be a most appropriate time to change the N C. Lend Utilization Census to a
survey using a sampling basis. This would significantly reduce the reporting burden
on farmers in each county because only a sample of farmers would be contacted by our
Statistics Division. We expect this approach to provide good quality County and
State agricultural statistics and that the procedure would be continued each year.

The County Commissioners and Tax Supervisor offices have played a significant role
for many years by participating in this important activity. County and State farm
and land utilization information continue to provide valuable input to many decisions
made concerning agriculture. I hope you will continue to be interested in these
efforts and assist our Division of Statistics (N. C, Crop and Livestock Reporting
Service) as they request assistance in your county. Thanks again for your time and
interest.

~Cordially,

{~/demes A. firaham
