July 3, 1978

Hr. Charles D. HcGinnis
Cabarrus County Manager
Post Office Box 707
Concord, North Carolina 28025

Dear Charlie:

In reference to our telephone conversation of Friday, June 30~ 1978,
concerning the 1978-79 operating budget request for the C. A. Cannon
Hemorial Library, I would like to advise you of my concern regarding
the County match in khe library operating expenses and of my possible action
concerning the said request.

If you will recall, on May 22, 1978, at your request, I forwarded to you a
proposed 1978-79 operating budget for the library. In that request, it
was asked that the County continue as it has in the past several years its
SO percent matching portion of the library operation. Based on this year's
approved library operating budget, Cabarrus County should allow $71,747 as
its matching share for the library operation.

In the same breakdown furnished to you on May 22, I requested an additional
$3,8S1 as your share of tile bookmobile operator's salary. It is my opinion
that I might be wrong zn this particular request since it can be construed
that tile County would already be paying a portion of this salary through
your portion of the S0 percent match. Therefore, I cannot conscientiously
push for the additional match to the bookmobile operator's salary,

According to you, the County has only allocated $65,985.for the library.
This is $5,760 short of tho_$71,747 ~oeded ~s the Copnty's share Of }h?

It is my opinion that if the County does not allocate the SO percent match
in the operating fund, I will have no alternative but to recommend to the
Board of aldermen that we either reduce tile bookmobile services drastically
or that we discontiaue the bookmobile to the County residents. Please keep
in mind that tile bookmobile services are strictly a service provided to
County residents and no way serves City citizens. The $2,000 in your budget
for maintenance to the bookmobile, 1 am sure, is an adequate appropriation.

I want you to kuow tile library facilities located at C. A. Cannon Memorial
Library will still be available to all County residents. However, [ do
