July 31, 1978

Mr. Glenn Hawfield, Jr., Chairman
Cabarrus County Board of Commissioners
85 Washington Lane, S. E.
Concord, North Carolina 28025

Dear Mr. Hawfield:

The recent session of the North Carolina General Assembly
enacted House Bill 1547, which creates Community Advisory
Committees for nursing homes. The Boards of County Com-
missioners, by law, must appoint these committees by January
1, 1979.

Ninety percent of the skilled and intermediate care facilities
(nursing homes) in North Carolina are me~ers of our Association.
Our goal is to continue, or improve where necessary, the level
of care provided by our individual members. We, therefore,
are acutely interested in this new law, as its implementation
could greatly affect our members, and ultimately, the care
rendered to North Carolina's elderly citizens.

Citizen involvement, as you are aware, is vital to a strong
and prosperous society; however, their efforts must be channeled
in the proper direction. Committee members, knowledgeable of
day to day nursing home operation, should be sought. The
problems our residents, mostly elderly, suffer are unique and
must be understood if the Community Advisory Committees are to
accomplish their objectives.

We urge you to be careful in your selection of individuals to
serve in this capacity. I can assure you that our member
facilities in your county will be willing to assist if you wish.

In the meantime, if I can be of any help personally, please
contact me directly.

~rel~,/Sin

Executive Director

JCS/jc
