Box 707 Concord, North Carolina 28025 Dear Mr. Beanett: RE:~ CABARRUS COUNTY CO~bNITY RELATIONS CO~ISSION SOCIAL SECURITY COVERAGE REPORTING In response to our telephone conversation March 23, 1977, we are providing a proposed resolution, given to our office fro~ }k. W. Scott Smith, Assistant Director of the North Carolina Public Employees' Social Security Agency, for you to present to the Cabarrus County Board of Commissioners for action. The proposed resolution is as follows: Motion was made by Commissioner and seconded by Commissioner as follows: "Whereas the Attorney General of the State of North Carolina in an opinion dDted ~rch 10, 1977 has advisad that the action of the City of Concord in withdrawing from the Cabarrus County Co~nunity Relations Col~)ission dissolved said Commission effective December 1, 1976, and whereas through lack of knowledge of said action, the State Social Security Agency and the Social Security Administratiom accepted a social security report and taxes dne for the entire quarter ending December 31, 1976 rather than through ~be period ending November 30, 1976 and, whereas the employees of said former Commission have had social security deductions made and matching employer's [unds are available from the Commission,. be it resolved, the Finance Director of the County of Cabarrus is hereby authorized to accept both employees and employer's social security contributions from the former Co~nission for the quarter ending Narch 31, 1977 and report such employees as employees of ~he County of Cabarrus. It is further resolved that the County of Cabarrus herewith revise previous actions to assume control of the functions of said Cou~ission for social security purposes only~ effective December 1, 1976 and for all purposes effective April 1, 1977." We have concurred with ~r. W. Scott Smith that if the County Board will pass the resolution, it will be the most expeditious manner in solving the problem concerning the social security reporting for the Cabarru~ Community Relations Commission for the period covering December 1976 through March 31, 1977. It is our understanding that after April 1, 1977 these employees will be covered by Cabarrus County. cont .....
