At the present time, we must rely exclusively <br />on the use of a percolation test for approving or disapproving building <br />sites. <br /> <br />A soils scientiest would be a valuable addition to our staff and to ' <br />enable us to make more ccmpetent decisions regarding use of m~rginal <br />soils. The Cabarrus County Board of Health has approved a soils <br />scientist position in khe ccrning fiscal year. I presently have a <br />candidate for this position. He is Mr. Bill Archer, III. He has <br />a ~]aster's Degree in Public Health frcan the University of North Carolina <br />at Chapel Hill. He is available for this position immediately. <br /> <br />I would like t~ request permission to employ this individual on an <br />emergency basis for the balance of this fiscal year. His salary for <br />this interim appointment hr>uld be $976.00 per month or at an annual rate <br />of $11,712.00. Funds for this position is available in the current <br />budget as a result of a vacant position. If the above n~ets with your <br />approval and that of' the Board, I would recommend transfer of $2~000.00 <br />fr~n the vacant Nursing Director's position to that of the Soils Scientist. <br /> <br />Sincerely yours, <br /> <br />Albert J.
