Savannah Segars presented the enclosed letter to me as his application <br /> for a franchise to collect solid waste in Cabarzus County. <br /> <br /> In discussing with 5~. Segsm's his letter of application, he stated that the <br /> third p~ragraph of the letter was not oorrect. Mr. Segars shared tJ~t the <br /> person who wrote the letter for him changed the m~aning. Mrs. Shinn with <br /> Royal Garbage Service actually told Mr. Segars that she did sot wane him <br /> working in her franchise territory and that she would not write a letter <br /> giving him permission to do so. <br /> <br />~ir. Willie Davis did not have any objections to Mr. Segars collecting refuse <br />because Mr. Segars said that he did not have any customers in Mr. Davis' <br />territory. <br /> <br />Mr. Segars did not present a list of his customers in Cabaz~s County as <br />recfaested. He did indicate that he serves about 90 customers and charged <br />the same rate as hhe franchised haulers, $4.50 per m~Yth. <br /> <br />Mr. Segars also indicated that it was his intention to sell his route to <br />tJ~e men who are presently helpiDg him in the collection of refuse when he <br />decides to retire frc~ the refuse collection business. <br /> <br />On the basis of the akove paragraph, alone, I would reco~nd that an <br />additional franchise not be issued to Mr. Savannah Segars to collect and <br />transport solid waste in Cabarrds County. Mr. H. O. Campbell already has <br />a limited franchise to oollect refuse from a restricted number of customers. <br />With the intention of Mr. Segars to sell or transfer his franchise, if issued, <br />I see an escalation and increased poaching of customers into tile permanent <br />franchise territories. While I can sympathize with Mr. Segars and his <br />position, I do not feel that it is in the best interest of refuse collection <br />· n C~barrus County to permit a proliferation of these small ccmpanies with <br /> <br /> <br />
