In order to give the'Community Based Alternative Program the kind of <br />emphasis I believe is essential over the next few years~ I have assigned that <br />responsibility to my Assistant Secretary for Children. A small staff has <br />been hired under theldirecti~n of Mrl Dennis Grady and field staff has been <br />provided by transferring eight professionals from the Regional Offices Of the <br />Division of Youth Services. <br /> <br /> Field assignments have been made effective July 1, 1977 as follows: <br /> <br />Region I Black Mountain Mr. Burnice Lewis Planning Region A, B & D <br />Region II Charlotte Ms. Nancy Honeycutt Planning Region C, E & F <br />Region III Winston-SalRm Mr. Tom McGee Planning Region G <br />Region IV Henderson Ms.-Susan Whitten Planning Region K & L <br />Region V Fayetteville Mr. George Hicks Planning Region J & M <br />Region VI Fayetteville Mr. George }{olden Planning Region H & N <br />Region VII Greenville Mr. Mack Livesay Planning Region Q & R <br />Region VIII Greenville Mr. Jerry House P].anning Region P & D <br /> <br /> As a lifelong professional in human service delivery at the local level <br />it is my firm conviction that con, unity based programs can never be any <br />stronger than the support they receive from local government and allied <br />service agencies. It will be the policy of this office to insure that the <br />State role in the implementation of this program will be the provlsmon of <br />technical assistance as needed and regue~ted by local government. <br /> <br /> The eight professional staff listed above have been instructed to work <br />with you and your local Needs Assessment Task Forces during the coming months <br />in the development of a system of services for delinquent youth that meets <br />the needs of each individual county. <br /> <br /> During the next few weeks the Community Based Alternative staff will be <br />working on a funding formula that will puovide an equitable distribution of <br />the funds that have been appropriated for this program. My primary concern <br />here is that the formula must he easily understood and that it must not <br />entail a great deal of bureaucratic red tape. Once that formula is developed <br />I plan to contact each Board of County Commissioners notifying them of the <br />amount of their grant and the required local match. In working out the <br />details of this formula we have recently been in contact with Mr. Ron Aycock <br />of the N C. Association of County Commissioners and would welcome input from <br />individual Commssioners or local service providers. <br /> <br /> The process by which we hope to insure quality program p]anning is to <br />utilize the expertise at the local level through the Needs Assessment Task <br />Forces that were appointed in most counties during the past two years. <br />strongly support the concept of inter-agency team planning in the provision <br />of human services and feel confident that local government leadership <br />throughout the State will rely heavily upon the recommendations of their own <br />local human service providers in determining the most effective ways to <br />utilize the Community Based Alternative funds that will shortly be coming <br />into each county. <br /> <br /> <br />
