Ronald Aycock, Executive Director RE: ~allotin~ on enclosed R?solution Re~arding Reconsideration of House Bill 658 (File an~ Use Insurance Rates) ~ At the recent 20th Annual Conference of the Association, the enclosed resolution was submitted to the Resolutions Committee (the Association Board acted as the Resolutions Committee). 'rhe resolution was not approved by the resolutions committee. At the Annual Business Session, under the provisions of Article V Section ] (c) of the Association Constitution, the sponsor of the resolution proposed that the issue be submitted to a re~rendum of the counties. By a majority vote, tho submission of the issue to a referendum passed. Article V section 1 (c) of the Association Constitution provides as follows: (c) "A C~mmittee on resalutions to consist of not less than three county officials to be appointed ahd announced by the President of the first session of the annual meeting. All resolutions presented to the Association at the annual meeting shall automatically be referred to the committee for consideration and report thereon before fSnal adjournment. Any resolution disapproved by the committee may, by a majority vote of the Association, be submitted immediately after fJnai adjournment by the Secretary-Treasurer to a referendum of the counties of the State. The result of the referendum shall determine the policy of the Association thereon." Please return the enclosed resolution ballot marked for your county's vote on the issue to the Association offices by September 30, 1977.
