The City of Concord was incorporated as a North Carolina municipality in 1806 <br />and has experienced populatiOn increases eac~ ~ecade over the past 60 years. <br />Currently~popuia~ion stands at approximatel~ !8,500. An increase in the p~oportion <br />of older age citizens has been Characteristic over the last two decades with a <br />current estimate of some 20% of families being comprised of one and two person <br />elderly households. <br /> <br />Under the direction of the Mayor and Board of Aldermen, City government has also <br />grown, both in expertise~ and semsitivity to public needs. At the present time, <br />the City administration is composed seven departments with some 350 full time <br />employees. The City's experience with objective oriented performance has been <br />considerable as evidenced in part by the reciept and disbursement of state and <br />federal §rants amounting to approximately $31,000,000.00 over the past five years. <br />Some of the more recent programs which have or will benefit aged residents in part <br />include housing rehabilitation, designed primarily for lower income residents of <br />Concord's black community, and rent subsidy assistance available to lower income <br />people throughout Cabarru$ County. <br /> <br />The Logan Multi-prupose Community Center is intended to be a comprehensive service <br />facility and a magor step forward for the City towards establishing a specific focus <br />on the needs of the elderly by the incorporation of a senior center and health <br />service unit. <br /> <br />This project will expand and enhance service quality to lower income residents <br />generally, and to the elderly more specifically, in an area of the City where <br />substantial need is readily apparent. The Cabarrus County Health Dept. and Social <br />Services Dept. have agreed to assume stiffing and program operating responsibility_ <br />in the facility which will be"provided, main~ained~ and owned by the City or Concord <br />Maintenance of the physical plant and recreation programming will be handled by t~e' <br />City's Recreation Department. <br /> <br /> (OVER) <br /> <br /> <br />
