78 The Board of Commissioners for tbe County of Cabarrus met in special session at the Courthouse in Concord, Nortb Carolina on Thursday, September 22, ~977 mt 1:30 P.M. Present - Chairman: S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary John A. Hammett Marcelle Mil!oway Troy R. Cook UPON MOTION of Com~issioner Hammett, seconded by Commissioner McClary and fo~ Primary Healtb Care Services was approved. carried, a grant Bob Stark, Cdncord City Planner, stated that HUD had partically funded the grant application for the Logan Multi-purpose Community Center. Only enongh money to shell the building was approved. The City of Concord is going to make a grant application under Title V of the Older Americans Act to furnish the building. If this grant is approved, Cabarrus County needs to supply personnel to operate the health center and the social services center. UPON MOTION of Commissioner Cook, ~ction on the request for funds was postponed until tbe whole satellite operation concept could be reviewed. Motion seconded by Commissioner McClary and vote carried. County }~nager Charles McGinnis is to mak~ a study of the satellite operations of the health and social services departments giving a complete overall view including the costs, logistics, and possible transportation mvailable. The Governor requested ~be Council of Governments to establish committees to hold conferences on balanced growth and economic development in the counties. UPON MOTION of Commissioner }~lloway, Commissioners Hammett and Cook were appointed Chairman and Vice-Chairman respectively to the County Planning Committee. }btion seconded by Commissioner McClary and vote carried. UPON MOTION of Commissioner Nammett, seconded by Commissioner Milloway and carried, Cabarrus County will bost the Centralina COG meeting in November at the Cabarrus Country Club. Centralina will pay half the cos~ since they want ro combine the regular meeting and the dinner for ou~-going city councilmen or aldermen. Commissioner Hammett reported on the September COG meeting. Upon the disapproval of the Section 8 Nousing Project on Kansas Street in Kannapolis by Cabarrus County, COG recommended that it be disapproved, b~yor Brown requested the floor and made a speech asking that it be approved. He made motion, wbich was seconded by Bob Walton, Mecklenburg delegate, and pas~ed, to give approval to the project. In tbe past, there has been an understood agreemen~ that if a project only involves one government, then COG delegates vote with the recommendations of that body. The repercussions of this action could cause problems within COG. George Monaghan, COG Director, read a memorandum that was written by Bob Randall, COG Chairman, which would be sent to the members of COG, if this Board wisbed for him to do so. The memo pointed out the action taken and asked for each unit to consider if this is to be a new precedent. This Board asked that the memo be mailed. Action at the last Board meeting indicated that the residents of Kannapolis do not want the pro3ect. Chairman Hawfield was asked to write a letter to HUD stating the reasons ~ negative report was given on this project. UPON MOTION of Commissioner M]iloway, seconded by Commissioner Hammett and carried, Architect Griffin was authe£ized to advertise for bids for renovation of Building C.
