Glenn Hawfield, Jr. <br /> Commissioners: Robert A. McClary <br /> John A. Hammett <br /> Marcelle Mil!oway <br /> Troy R. Cook <br /> UPON MOTION of Com~issioner Hammett, seconded by Commissioner McClary and <br /> fo~ Primary Healtb Care Services was approved. <br /> carried, <br /> a <br /> grant <br /> Bob Stark, Cdncord City Planner, stated that HUD had partically funded <br />the grant application for the Logan Multi-purpose Community Center. Only <br />enongh money to shell the building was approved. The City of Concord is <br />going to make a grant application under Title V of the Older Americans Act <br />to furnish the building. If this grant is approved, Cabarrus County needs to <br />supply personnel to operate the health center and the social services center. <br /> UPON MOTION of Commissioner Cook, ~ction on the request for funds was <br /> postponed until tbe whole satellite operation concept could be reviewed. <br /> Motion seconded by Commissioner McClary and vote carried. County }~nager <br /> Charles McGinnis is to mak~ a study of the satellite operations of the health <br /> and social services departments giving a complete overall view including the <br /> costs, logistics, and possible transportation mvailable. <br /> The Governor requested ~be Council of Governments to establish committees <br /> to hold conferences on balanced growth and economic development in the <br /> counties. UPON MOTION of Commissioner }~lloway, Commissioners Hammett and Cook <br /> were appointed Chairman and Vice-Chairman respectively to the County Planning <br /> Committee. }btion seconded by Commissioner McClary and vote carried. <br /> UPON MOTION of Commissioner Nammett, seconded by Commissioner Milloway <br /> and carried, Cabarrus County will bost the Centralina COG meeting in November <br /> at the Cabarrus Country Club. Centralina will pay half the cos~ since they <br /> want ro combine the regular meeting and the dinner for ou~-going city <br /> councilmen or aldermen. <br /> Commissioner Hammett reported on the September COG meeting. Upon the <br /> disapproval of the Section 8 Nousing Project on Kansas Street in Kannapolis by <br /> Cabarrus County, COG recommended that it be disapproved, b~yor Brown requested <br /> the floor and made a speech asking that it be approved. He made motion, wbich <br /> was seconded by Bob Walton, Mecklenburg delegate, and pas~ed, to give approval <br /> to the project. In tbe past, there has been an understood agreemen~ that if <br /> a project only involves one government, then COG delegates vote with the <br /> recommendations of that body. The repercussions of this action could cause <br /> problems within COG. George Monaghan, COG Director, read a memorandum that <br /> was written by Bob Randall, COG Chairman, which would be sent to the members <br /> of COG, if this Board wisbed for him to do so. The memo pointed out the <br /> action taken and asked for each unit to consider if this is to be a new <br /> precedent. This Board asked that the memo be mailed. Action at the last <br /> Board meeting indicated that the residents of Kannapolis do not want the <br /> pro3ect. Chairman Hawfield was asked to write a letter to HUD stating the <br /> reasons ~ negative report was given on this project. <br /> UPON MOTION of Commissioner M]iloway, seconded by Commissioner Hammett and <br /> carried, Architect Griffin was authe£ized to advertise for bids for renovation <br /> of Building C. <br /> <br /> <br />
