November 23, 1977 Subject: Proposed Sewer Interceptor [o serve Wolf Meadow School area ~evera] discussions have been held with representatives from the State of N. C. and J. E. Sirrine Company planners concerning an adequate server interceptor to serve the proposed Pi~ilip Morris Plant location. Prelimi- nary investigations indicate 73,300 feet of sewer line would be required at an estimated cost of $3,400, 000.00. Following are all of the possible sources (H~at could be thought of) of revenue to finance this installation. 1. FEDERAL A. Economic Development Administration Comment: Some funds are available in the EDA at the preseut, however, application would have [o be submitted prior to December 12. This is not practical as plan must be submitted for approval through COG and approved ill Washington. B.Farmers Home Administration Comment: Available funds at this time are not known as preliminary plans and specifications must be prepared with a preliminary funding application, C. Environmental Protection Agency Comment: It may be possible during the next three years to secure a 75% Grant from EPA for approximately a 26,500 foot section of the proposed interceptor along Rocky River ($1,192,500 x 75%= $894, 375). IF the Town of Harrisburg has a success- ful election for the sewage collection system and an applica- tion is submitted to EP~\ through the State of N. C. This section of Rocky River is included in the 201 Facilities Plan. This portion of financing cannot be counted upon in making any commitment on construction. 2. STATE OF N. C. A. Coastal Plains Development Comment: Cabarrus County is not included in this area. ILAppalachia Development Comment: ~ Cabarrus County is not included in' ihis area.
