C. and J. E. Sirrine Company planners concerning an adequate server <br />interceptor to serve the proposed Pi~ilip Morris Plant location. Prelimi- <br />nary investigations indicate 73,300 feet of sewer line would be required at <br />an estimated cost of $3,400, 000.00. <br /> <br />Following are all of the possible sources (H~at could be thought of) of revenue <br />to finance this installation. <br /> <br /> 1. FEDERAL <br /> A. Economic Development Administration <br /> Comment: <br /> Some funds are available in the EDA at the preseut, however, <br /> application would have [o be submitted prior to December 12. <br /> This is not practical as plan must be submitted for approval <br /> through COG and approved ill Washington. <br /> B.Farmers Home Administration <br /> Comment: <br /> Available funds at this time are not known as preliminary <br /> plans and specifications must be prepared with a preliminary <br /> funding application, <br /> C. Environmental Protection Agency <br /> Comment: <br /> It may be possible during the next three years to secure a <br /> 75% Grant from EPA for approximately a 26,500 foot section <br /> of the proposed interceptor along Rocky River ($1,192,500 x <br /> 75%= $894, 375). IF the Town of Harrisburg has a success- <br /> ful election for the sewage collection system and an applica- <br /> tion is submitted to EP~\ through the State of N. C. This <br /> section of Rocky River is included in the 201 Facilities Plan. <br /> This portion of financing cannot be counted upon in making <br /> any commitment on construction. <br /> <br /> 2. STATE OF N. C. <br /> A. Coastal Plains Development <br /> Comment: <br /> Cabarrus County is not included in this area. <br /> ILAppalachia Development <br /> Comment: <br /> ~ Cabarrus County is not included in' ihis area. <br /> <br /> <br />
