MORROW. <br /> ~OV~RNO~ RALEIGH 276! 1 SECR E~'ARY <br /> <br /> November 9, 1977 <br /> <br /> Dear County Commissioner Chairman: <br /> <br /> The North Carolina Department of Human Resources is attempting to broaden <br /> the scope of public participation in plauning for social services which are funded <br /> by Title XX of the federal Social Security Act. Toward this esd~ I have recently <br /> approved the creation of ten Area Planning Advisory Committees (APAC's) and one <br /> State Planning Advisory Committee (SPAC). The APAC's will provide a mechanism <br /> through which citizens from every county in North Carolina can participate actively <br /> in the annual Title XX planning process. The SPAC will provide a forum from which <br /> APAC representatives can make their recommendations known to me and to my staff <br /> members who are charged with the responsibility for administering the state's Title <br /> XX program. The enclosed paper, "Description of the Title XX Planning Process," <br /> describes the composition and functions.of the Area and State Planning Advisory ' <br /> Committees in some detail, It also describes the training and technical assistance <br /> in Title XX planning which is being offered to local agencies through DHR contracts <br /> with North Carolina State University and the seventeBn Lead Regional Organizations, <br /> <br /> To ensure that each county is appropriately represented on_an APAC, I am asking <br /> ~he chairman of each Board of County Commissioners to nolainate an individual from <br /> that county to serve as a member of an APAC. The individual nominated may be an <br /> i~lected official, a government employee, an employee of % local private <br /> sBrvlces <br /> <br /> agency or any other citizen who is simply concerned about human services prog{_a~_s. <br /> <br /> It is very important that the individual you nominate be able to devote time <br /> and energy to the task of understanding Title XX possibilities, needs for Title XX <br /> services and preparing recommendations regarding Title XX services priorities. The <br /> APAC's will meet at least four times a year and it is expected that a total of five <br /> working days will be spent attending these meetings. Committee members will be reim- <br /> bursed for travel and per diem expenses at the same rares used for state employees. <br /> Tho~e APAC members {two from each APAC) who are elected go reprBsent their co~ittee <br /> on the SPAC will need to attend at least four additional meetings each year. The <br /> SPAC members will also be reimbursed for travel and per diem expenses. <br /> <br /> After you nominate a~ individual to the APAC, I will appoint your nominee to the <br /> committee and I will also appoint a second individual from your county. After both <br /> of these appointments are made, the two a~pointees will nominate the third county <br /> representative. The third representative must be a social services client who <br /> ~eceived a Title XX service within the six months preceding his/her nomination. <br /> will then appoint the person nominated as the third representative. <br /> <br /> <br />
