TO ESTABLISH~AN AUTHORITY: <br /> <br />1. Notice - on a hearing (10 days before hearing). <br /> <br />2. Hea~ing - to determine: <br /> (a) Whether unsanitary ~r unsafe dwelling units <br /> exist in the county, and/or <br /> <br /> (b) Whether there is a lack of safe or sanitary <br /> dwelling units in the county for all inhabitants <br /> thereof. <br /> <br />The Board of Cormnissioners may appoint members to such an <br />authority or may ~ppozn~ themselyes as the Housin~ Authority~ <br />~hey then appoin~ a Hou--sing Committee to be a ~&commen---~g <br />body (with s commissioner member) and designate or create a <br />department as the Housing Authority Department. <br /> <br />Any departmdnt and it's director, either newly created or <br />existing, so designated as the Housing Authority Department <br />must carry out such projects or assignments dictated by the <br />Housing Authority and is responsible for the management and <br />operation of any housing project and maintenance ~f said <br />facilities. <br /> <br />POWERS AND ROLL OF AUTHORITY: <br /> <br />Investigative; recommending; planning; grant formulation; <br />housing project management; federal agent for any acquisition, <br />construction, or operation of any housing project; furnishing, <br />planning~ installing, opening or closing of streets, roads or <br />facilities or for the acquisition (by the county) of property; <br />provide and maintain parks, sewage, water and other facilities <br />adjacent to or in connection with housing projects; to change <br />the county map, to plan, replan, zone or re-zone any part; to <br />enter any building or property to conduct investigations, to <br />make surveys or soundings,to purchase, lease, obtain options, <br />acquire by gift, grant, bequest or otherwise any real property; <br />to borrow money; no sue and be sued; right of eminent domain; <br />bond authority; and the right to accept grants from the federal <br />government.
