The Bo~d of Commissioners for the County of Cabarrus, North Carolinm met in adjourned regular session at the Courthouse in Concord, North "i Carolina, the regular place of meeting, at 10:30 o'clock A. M. on Septem- ber 17, 1945. Present: J. Lee White, Chairman, and Commissioners W. M. MOrrison, C. M. Crowell, and H. L. Fink. Absent: R. W. Cline The ~ha~ announced that this was the da~e and hour fixed by the Board for the public hearing u~on the fo]lowing bond order: ORDER AUTHORIZING $42,000 SCHOOL BU~.BING BONDS, and that the Board ~uld immediately hear any and all citizens and t~ayers v~o might desire to .protest against the issuance of said bonds. -No citizen or taxpayer of the County appeared, either i~ per.son or i~41~ by attorney, to protest against the issuance of any of said bonds and the Clerk announced that no protest in writing, signed by any citizen or taxpayer, had been presented. Thereupon, upon motion of Commissioner Crowell, seconded by Comniss- loner Morrison and carried, the order i~troduced and passed on first r~.~a,- ing on Septenber 4, 1945 authorizing $42,000 School Building Bonds was read a second time and placed upon its final passage, The vote upon the final passage of said order was: Ayes: J. Lee ~hite, N. M. Morrison, C. M. Crowell and H. L. Fink Noes: No~e The Chairm~u then announced that the order authorizing $42,000 S~hool Building Bonds had passed. ~ The Clerk w~s thereupon directed to publish in The Concord Daily Tribune, once in each of two successive weeks, the bond order which was finally passed this day, and to publish at the foot of said bond order t] e appended note as required by Section 19 of the County Finance Act. Commissioner Fink thereupon introduced the fo~owing resolution, which was read: R~OLUTION PROVIDING FOR THE ISSUANCE OF $42,000 SCHOOL FJILDING BONDS. BE IT RESOLVED by the 'Board of Commissioners for the County of C abarrus: Section 1. That the BoArd of Commissioners, after careful considera- tion, has ascertained and found and does hereby declare: i't (a) That it is immediately necessary that Cabar~us County, actL~g as an administrative agent of the State in.providing a state system of public schools, issue all of the ~.22,000 School Building Bonds author. ized by a bond order finslly passed September 17, 1945 for the pUroose o~ . ~ providing the school improvements set forth in said Bond order.
