The Bo~d of Commissioners for the County of Cabarrus, North Carolinm <br /> <br />met in adjourned regular session at the Courthouse in Concord, North "i <br />Carolina, the regular place of meeting, at 10:30 o'clock A. M. on Septem- <br />ber 17, 1945. <br /> <br /> Present: J. Lee White, Chairman, and Commissioners W. M. MOrrison, C. M. <br /> Crowell, and H. L. Fink. <br /> Absent: R. W. Cline <br /> <br /> The ~ha~ announced that this was the da~e and hour fixed by the <br /> <br /> Board for the public hearing u~on the fo]lowing bond order: <br /> <br /> ORDER AUTHORIZING $42,000 SCHOOL BU~.BING BONDS, and that the Board ~uld <br /> <br /> immediately hear any and all citizens and t~ayers v~o might desire to <br /> <br />.protest against the issuance of said bonds. <br /> <br /> -No citizen or taxpayer of the County appeared, either i~ per.son or i~41~ <br />by attorney, to protest against the issuance of any of said bonds and <br /> the Clerk announced that no protest in writing, signed by any citizen <br /> or taxpayer, had been presented. <br /> <br /> Thereupon, upon motion of Commissioner Crowell, seconded by Comniss- <br /> <br />loner Morrison and carried, the order i~troduced and passed on first r~.~a,- <br />ing on Septenber 4, 1945 authorizing $42,000 School Building Bonds was <br />read a second time and placed upon its final passage, The vote upon the <br />final passage of said order was: <br /> <br /> Ayes: J. Lee ~hite, N. M. Morrison, C. M. Crowell and H. L. Fink <br /> <br /> Noes: No~e <br /> <br /> The Chairm~u then announced that the order authorizing $42,000 <br />S~hool Building Bonds had passed. ~ <br /> The Clerk w~s thereupon directed to publish in The Concord Daily <br /> <br />Tribune, once in each of two successive weeks, the bond order which was <br />finally passed this day, and to publish at the foot of said bond order t] e <br />appended note as required by Section 19 of the County Finance Act. <br /> <br /> Commissioner Fink thereupon introduced the fo~owing resolution, <br /> <br />which was read: <br /> <br /> R~OLUTION PROVIDING FOR THE ISSUANCE OF $42,000 <br /> <br /> SCHOOL FJILDING BONDS. <br /> <br /> BE IT RESOLVED by the 'Board of Commissioners for the County of <br /> <br /> C abarrus: <br /> <br /> Section 1. That the BoArd of Commissioners, after careful considera- <br />tion, has ascertained and found and does hereby declare: i't <br /> (a) That it is immediately necessary that Cabar~us County, actL~g <br />as an administrative agent of the State in.providing a state system <br />of public schools, issue all of the ~.22,000 School Building Bonds author. <br />ized by a bond order finslly passed September 17, 1945 for the pUroose o~ . ~ <br />providing the school improvements set forth in said Bond order. <br /> <br /> <br />
