The Cabarrus County Commissioners met at a call meeting on March 6, 1963 at 2:OO PM at <br /> <br />the Courthouse, with the following members present: <br /> Chairman:~ Frank James <br /> <br /> Commissioners:~ McNeil Petrea, W. Frank McCray, Smoot Lyles <br /> <br /> Absent: Oren Hill <br /> <br /> Chairman James called the meeting to order and introduced H. D. Rinehardt to the commissioners <br />and to Mayor J. G. McCachern. He then requested Mr. Rinehardt to state his qualifications for <br />Civil Defense Director. <br /> <br /> Motion by Smoot Lyles, seconded by Frank McCray to match the funds with the state to hire <br />a Civil Defense Director and not to exceed $10,0OO yearly. Vote was carried unanimously. <br /> <br /> Frank McCray made a motion to leave hiring of director to Smoot Lyles and J. G. McCachern. <br /> <br />Petrea seconded. Vote carried. This is to be a temporary director and effective only to July 1, 1 ;63. <br /> <br /> A request was received ~om Dr. E. M. Tomlin for permission to establish a skeet shooting <br />range in Cabarrus County, which would be known as Cabarrus County Skeet Club. The board agreed <br />it was alright with them, provided there were no complaints from other citizens.
