The Cabarrus County Commissioners met at their regular monthly meeting on April 1, 1963 at <br /> <br />9:30 ~.M. at the Courthouse with the following members present: <br /> <br /> Chairman: Frank James <br /> <br /> Commissioners: Oren Hill, McNeil Petrea, M. Smoot Lyles, W. Frank McCray <br /> <br /> Mr. Paul You~ts of Highway Commission met with board. He left list of secondary roads that <br />are to he paved this year. They are: <br /> <br /> # 1351 Cooke Packing Co. Rd. H-Surfacing <br /> # 2],)!]! & 2604 Camp Rd. & Flowe Rd. ---Surfacing <br /> # 1755 Azelea Avenue ---Surfacing <br /> #1142 & 1143 Jim Kiser Rd. --Surfacing <br /> # 1138 Hough Rd. ---Grading & Stabilization <br /> <br /> Motion by. Smoot Lyles, Seconded by McNeil Petrea to approve the above roads. Motion carried. <br />Mr. Younts said right-of-ways for Western Bypass were beginning to be obtained. Nothing to be <br />done on Eastern ByPass until Western is completed according to Mr. Younts. The reason for Western <br />instead of Eastern is that is w~at the City Fathers and County Commissioners approved in the past. <br /> <br /> Motion by Frank McCray, seconded by Oren Hill to approve following road petitions. Motion <br />carried. <br /> <br /> Road #1614~ Request for surface treatment <br /> <br /> Road #1301--Hudson Dr~--Request for surface treatment <br /> <br /> Mrs. Nedra Kincannon, nursing supervisor, came before the board concerning Home Nursing to <br />ask for help from the county to fix a building at the' Health Dept. for a loan building to store <br />beds, etc. Motion by Smoot Lyles, seconded by Frank McCray to look at the building and give <br />this help if possible. Motion carried. <br /> <br /> Oren Hill made the motion, seconded by Smoot Lyles to grant J. Lee Pharr the right to assume <br />duties immediately in picking up garbage in new territories. Motion carried. <br /> <br /> Mr. Robert Miller came before board to present resolution amending an ordinance of the office <br />of electrical inspector and giving new rates for commissioners to approve. Carried over until <br />next meeting in order to give everyone time to read the resolution. <br /> <br /> Sherriff J. B. Roberts presented the budget for the $herriff's Dept. for the year 1963-1964. <br />Budget to be considered and put with other budgets. <br /> <br /> Frank McCray made motion, seconded by Smmot Lyles that Frank James was to reach an agreement <br />with R. Brown McAllister over the county dog lot in Mt. Pleasant. Motion carried. <br /> <br /> Warren Manus, representing Volunteer Fire Depts. met with board to request several items. <br /> <br />They are a training area, and an alarm device to go on siren to notify Sherriff's Dept. Each <br />device costs $75.00. The commissioners are to meet with the Volunteer Fireman April 12, 1963 <br />to discuss this. <br /> <br /> <br />
