155 <br /> <br />The Cabarrus County Board of County Commissioners met at <br /> <br />with the following memtmrs present: C. Frank James, Chairman , M. Smoot Lyles, G. l~c~tl' ~Petrea, <br /> <br />Oren J. Hill, and W. Frank McCray. <br /> <br />The meetiog was called to order by Mr. James and he introducted H. E. Cline, representing the <br />County School Board. He reviewed the budget of the County Schools and requested $3:million <br />dollars for new high schools in the county. <br /> <br />Mr. A. W. Thomas representing the Concord City Sch~)ots~rewuested $2.4 million dollars for new <br /> <br />additions to the Concord School System. <br /> <br />Mr. Sam Stroup representing the Ksnnapolts School Board requested $1,26h,500. for the Kannapolis <br /> <br />School System. <br /> <br />Totals for all schools combined was $6,66h,500. :. <br /> <br />The Concord Chamber of Commerce indorsed the City'SchOOl Boards-pr~posa~ of~2.4 million for <br /> <br />school bond issue. ~.. ..... · <br /> <br />The following resolution was made: .~ <br /> <br /> RESOLUTION CF THE BOARD CF COMMISSIONERS ' <br /> (F CABARRUS COUNTY .. <br /> <br />On motion of Frank McCray, seconded by Oren Hill, the following resolution was adopted: <br />WHEREAS: the school authorities of Cabarrus County have adViSed the Board of Commissioners <br />of said county that there is need for large capital expenditures for school purposed in the <br />estimated amount of $6,664,500. and <br /> <br /> WHEREAS, in order to finance the program it will be necessary to have a bo~d i~sUe, which <br /> <br />amount will exceed the present statutory debt limitation, :thereby making it necessary .that an <br /> <br />enabling act be passed by the ~eneral Assembly: <br /> <br /> NOW, THEREFCR, B~ IT RESOLVED: <br /> <br /> 1. That the Honorable Clyde L. Propst, Jr. State Senator, and Honorable Dwivht W.-Qutnn, <br /> <br />member of the House of Representatives from Cabarrus"County, be-and they are' hereby requested to <br />introduce and to cause to be enacted into law for the aforesaid 'p%irposes a bii~.~utheriZtn§ a bond <br />issue in the maximum ag§re§ate principal amount of $6,000,O00.;'%hat said biTT'~tsy b~ i~ the words <br />and figures as follows: <br /> <br /> " AN ACT PERMITTIM3 CABARRUS COUNTY TO AUTHCRIZB BONDS FOR SCHOfL PI~C~ES <br /> <br /> IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT CF SIX MILLION DOLLARS NOTWITH, <br /> <br /> STAIkI)IN3 THE LIMITATION (iF DEBT FCR SUCH PURPC~ES IN'THE COUNTY FINAI~CE ACT."' <br /> <br /> The ~eneral Assembly of North Carolina do enact: <br /> <br /> Section 1. That, pursuant to the provisions of The County Finance Act (Article 9 - <br /> of Chapter 153 of the GerE ral Statutes of North CarOlina} 'the-Board of~Comm~issfoner~ <br /> for the County of Cabarrus, North Carolina, is hereby authorized and empowered to <br /> pass a bond order or bond orders authorizing the issuance of bonds of said county for <br /> school purposes as pro vided in clause (a) of Section 153-77 of said ~eneral Statutes, <br /> in the maximum ag§revate principal amount of $6.;OOO,OOO..,notwithstandfn9 any limitation <br /> contained in Section 153-87 of said General Statutes. <br /> <br /> Section 2: That all laws and clauses of laws in conflict with the provisions of this <br /> <br /> Act are hereby repealed. <br /> <br /> <br />
