The Cabarrus Count), C~issioners met at their regular monthly meeting Monday, November h, 1963, <br />at 10:00 a.m. at the Countyi,Courthouse. <br />Present: Chairman, C. Frank James <br /> <br /> C_,,,-tssioners: Oren Ht11¥ McNeil Petrea, Frank McCray, Smoot Lyles <br /> <br /> Meetin~ called to order by Chairman James. Rev. Moody Smith led in prayer. The minutes of <br />the last meetin~ were read and stand approved. <br /> <br /> Alfred Hurt came before, the board concerning Bank Account Reconcilement for Cabarrus County <br />Welfare, which had not been sent in due to the fact it was out of balance. He advised that this <br /> <br />report has now been sent in and funds are no longer stopped. <br /> <br /> B. S. Brown, Jr. presented a resolution from the Kannapolis S-nitary District, which was <br /> <br />adopted by the Board of the Kannmpolis SanitaryhDistrict, also Brown requested the commissioners <br /> - v3 <br />to adopt a resolution (which is found on following pages) for election of bond issue in this <br /> <br />district. Hill made motion, seconded by Petrea to adopt this resolution. Vote carried. <br /> <br /> Dr. Hege, representing Mental Hygtine, requested cc~misstoners to appoint a local advisory <br /> <br />committee for the Mental Hygiene. The following names were submitted: Dr. Dave Lockhart, Dr. <br />Ladd Hmurick, Rev. Charles Coffee, Miss Sarah Walker, Mrs. Johnette Whitley, Mrs. Marvin Smith <br />and Oren Hill. It was also stated Dr. Hege be Ex-Officio. Motion by Petrea, seconded by McCray <br />to adopt the above. Vote carried. <br /> <br /> F. C. Goodnight came before the Board concerning Odell Volunteer Fire Dept. He requested <br />a radio for this department. Lyles made motion, seconded by Petrea to put Odell Volunteer Fire <br />Dept. on same basis as the other Volunteer Fire Depts. Vote carried. <br /> <br /> Tom Nelson, Civil Defense Director, made the following recommendations; that an emergency <br />operating center be considered, which would be fully equipped, and requested a survey be made <br />concerning a butldtrgl for this purpose. Commissioners stated they would give this consideration. <br /> <br /> Mr. Beckerdite stated that no facts were found for the Board to reduce kinn Mills 1963 taxes, <br /> <br />since complaint came in after Board of Equalization met. Based on report given commissioners, <br />Lyles made motion, seconded by Hill that since no facts appear which will justify relief at this <br />time, relief therefore is denied. Vote carried. <br /> <br /> Petrea made motion, seconded by McCr~ to accept Ralph Litaker's recommendation to grant <br /> <br />relief for Roy Clark's Freedom Drive, Inc.. This was suhaitted at 100% instead of 60%.Vote carrie~. <br /> <br /> Lyles made motion, seconded by McCray to der~ Home Realty Co. a refund on 1962 taxes on <br />three hoeses. Vote carried. <br /> <br /> <br />
