The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:?0 A.M. on December ~, 1967, with the following members present: <br /> Chairman - C. Frank James <br /> <br />Commissioners - Petrea, Beasley, Hawfteld, <br />Absent - Ranktn. <br />Chairman James called meeting to order. Prayer was by the Reverend Bob Oo~ldston. <br />Minutes were read and approved. <br /> <br /> Attorney Bachmon Brown presented resolutior~ by the Kannapolts Sanitary <br />District requesting annexation to the District of the O. H. Hendrtx subdivision <br />and the Frank Stepleton property. These resolutions are recorded on page .~'0~(1 <br />and become a part of these minutes. Upon motion by Hawfteld, seconded by Beasley, <br />the resolutions were passed unanimously. <br /> <br /> Attorneys W. L. Mills,Jr., and Archibald Rufty, representing Roy E. Alexander <br />operator of a garbage collection service in Rowan County, requested franchise <br />rights for Mr. Alexander to provide container garbage collection service for <br />business establishments in the Kannapolts area. The attorneys were informed that <br />no action could be taken on this matter until a conference could be held with <br />operators presently authorized to operate in Cabarrus County. <br /> <br /> Mr. Walter Burr, chief of the Jackson Park V.F.D., presented petition by <br />registered voters in that fire district for an.election within the district for <br />levying a special tax for fire protection. The petition is recorded on page A~c~o <br />and becomes a part of these minutes. Hawfield made motion, seconded by Petrea to <br />have the County Manager and County Attorney refer this petition tothe County <br />Board of Elections for proper action. <br /> <br /> A proposal for a Mental Health Complex to be set up between Stanley, Union, <br />Anson, and Cabarrus Counties was presented to the Board at the request of Dr. D.A. <br />Lockhart, chairman of the Mental Health Advisory Board. Motion was made by Petrea, <br />seconded by Hawfield, for this proposal to be approved beginning January, 1968, <br />and terminating July 1, 1968, with a new proposal to be presented for the next <br />fiscal year. Vote carried. <br /> <br /> A report of the Jury Commission describing work done by the Commission and <br />notification;of the completion of their work as of December 1, 1967, was presented <br />to the Board with a request ~or compensation to be set by the Board for members <br />of the commission. After discussion, the Board approved a fee of $25.00 per day <br />for 28 days for John R. Robinson, Chairman of the Jury Commission, $20.00 per day <br />for each of the other two members - 5 days for Robert S. Bogle, and 6 days for <br /> <br /> <br />
