DIVISION OF SURVEYS AND FIELD SERVICES <br /> <br /> GIORG! PIAIODF COLLEGE FOR TIAC/flSS <br /> <br /> HASH¥1LLE, TEHNESSEE 37203 <br /> <br /> Hemorandum of Agreement <br /> <br /> Upon the request of the respective boards of education and superintendents <br />of Concord City Schools, Kannapolis City Schools and Cabarrus County Schools, <br />and the authorizing resolution of the Cabarrus County Board of Commissioners, <br />the Division of Surveys and Field Services, George Peabody College for Teachers, <br />agrees with the Board of County Commissioners to conduct a comprehensive survey <br />of the three school systems. <br /> <br /> The purposes of this study are: to make an independent evaluation of the <br />three school systems; to examine the educational factors involved in either <br />merged or continued separate operations of any or all of the three systems; <br />and to develop proposals for long-range programs of improvement either as sepa- <br />rate or as combined enterprises. The primary objective is the improvement of <br />educational opportunities for all children and youth in Cabarrus County. <br /> <br /> The study will be started at a mutually convenient time after the 1969 <br />Christmas holidays as arranged with the three superintendents and will be com- <br />pleted in from six to eight months. The scope of the survey shall include but <br />not necessarily be limited to the following areas: Socio-economic-political <br />Background; Organization and Administration; Elementary Education; Secondary <br />Education; Teacher Personnel; Pupil Personnel Services; Physical Plant; and <br />Finance and Business 14~nagement. A staff specialist of nationally recognized <br />competence will be assigned to each of these areas. <br /> <br /> It is mutually agreed that the Division staff shall work on a professionally <br />ethical basis directly with the boards of education, their superintendents, and <br />their staffs, and that the findings and recommendations will be presented to the <br />Board of County Commissioners, the boards of education, and the superintendents <br />in a joint session of the cooperating governing bodies. The reports will be <br />presented in two volumes: 1,000 copies of the full report including all of the <br />factual data and observations upon which conclusions are based; and 5,000 copies <br />of an illustrated digest highlighting the major problems and issues and including <br />the detailed recommendations of the full report. Upon the request of the Board <br />of County Commissioners, the Division staff will make a public presentation of <br />the survey reports on the same date and following the executive session with the <br />governing bodies, at such place and to such public assembly as the governing <br />bodies may arrange. <br /> <br /> For the survey the Board of Commissioners of Cabarrus County will pay the <br />Division the sum of $32,000.00 on the follo~rlng schedule: one-fourth ($8,00,0.00) <br />upon requisition when the field visits are actually started; one-half ($16,000.00) <br />upon requisition on or about April 15, 1970; and the final one-fourth ($8,000.00) <br />upon requisition after all reports have been delivered and the survey staff has <br />returned to discuss the findings with the 8overning bodies. <br /> <br />For the Governing Bodies: For the Division: <br /> <br />Concord Board -~~,. ~~ .
