~.~,, The regular montly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:30 A.M. on Jkily 7, 1969, at the Courthouse with the following members <br /> <br /> present: ChaPman: C. Frank James <br /> <br /> Commissioners: C~ McNeil Petrea, Robert A~. McClary, <br /> Dr. R. B. Rankin, Jr., and S. Glenn Hawfield,Jr. <br /> <br /> Chairman James called the meeting to order. Prayer was by the Reverend Howard <br /> <br />Al lred. Minutes were read and approved. <br /> <br /> Motion was made by Commissioner Petrea that pursuant to enabling legislation <br />by the North Carolina General Assembly (to-wit: 1961 Session Laws, Chapter 1032, <br />House Bill 1188; Ratified June 17, 1961) entitled "An Act to Amend G.S.105-37.1 <br />Relating to Amusement License Taxes, Insofar as the same is applicable to <br />Cabarrus County, "that the Board of Commissioners for Cabarrus County do hereby <br /> <br />~mpose an annual license tax of three per cent (3~) upon gross receipts of all <br /> race tracks operated for the conduct of races of motor vehicles, as the same <br /> are defined in G. S. 20-3~ in Cabarrus County by any person, firm, or corporation <br /> Motion was seconded by Rankin. Voted yes -Rankln, Petrea, and James. Voted no- <br /> McClary and Hawfield. Motion carried. <br /> <br /> County School Superintendent Jay M. Robinson and Board Chairman Stewart <br />Black discussed with the Board the proposed $90,000 from refinancing of bonds <br />for construction of the Jail and office building. They were advised that since <br />the School Board had no contracts in hand for the construction of schools, this <br />money could not be obtained for school construction purposes at this time; there- <br />fore the funds had to be obtained for some purpose during the fiscal year 1969-70. <br />The school officials were promised that the County would furnish this amount of <br />money for school purposes in two years time. <br /> <br /> County Manager Alfred Hurt presented the recommended budget estimate summary <br />for the fiscal year 1969-70, setting the tentative 1969 tax rate at $1.30 per <br />$100 valuation based on a total valuation of $279,500;D00.D(~ Raul~in made motion, <br />seconded by Petrea, to adopt a tentative tax rate of $1.30 per $100 valuation <br />for the fiscal year 1969-1970. Voted yes - Ranktn, Petrea, and James. Voted no- <br />Hawfield and McClary. Motion carried. The budget estimate was thereupon ordered <br />placed on record in the Clerk to the Board of County Commissioners office for a <br />period of twenty days. <br /> <br /> County Attorney James C. Davis presented to the Board an ordinance requiring <br /> <br />all raceways, race tracks and drag strips in Cabarrus County to cease all~ <br />o~erations after the ho~ 12:00 midnight. Ranking made motion, seconded by <br />Petrea to adopt the ordinance as presented. Vote was unanimous. This ordinance <br /> <br /> is recorded on page _~k. and becomes a part of these minutes. <br /> <br /> <br />
