The regular monthly meeting of the Cabarrus County Commissioners was held at 9:30 <br /> <br />A.M. on August 4, 1969, at the Courthouse with the following members present: <br /> Chairman: C. Frank James <br /> <br /> Commissioners: S. Glenn Hawfield, Jr., C. McNeil Petrea, <br /> <br /> Robert A. McClary, Jr., and Dr. R. B. Rankin, Jr. <br />Chairman James~ called the meeting to order. Prayer was by the Reverend Mark Johnson. <br />Minutes were read and approved. <br /> <br /> An order authorizing the sale of $90,000.00 Cabarrus Oounty Jail Bonds was intro- <br />duced. R~nkin made motion, seconded by Petrea to adopt the resolution as presented. <br /> <br />Vote was unanimous. This resolution is recorded on page 704 and becomes a part <br />of these minutes. <br /> <br /> After discussion of a request by the~ three school systems for a supplemenXa~ <br />appropriation of $28,000.00 matching funds for cafeteria employees retirement, Petrea <br />made motion, seconded by Rankin, to appropriate these funds for the schools out of the <br />unappropriated General Fund Surplus. Vote was unanimous. <br /> <br /> Attorney W. L. Mills discussed with the Board a matter concerning title to property <br />located in the middle of the County Schools driving range. The land was condemned and <br />purchased by the County for the schools in 1957 and due to error in recording the same <br />land was subsequently sold at public auction by executor of estate of Mary Jane Caldwell <br />in 1967, the same sale also by passing a wmlfare lien against other property held by the <br />estate. Commissioners ordered the matter turned over to County Attorney James C. Johnson <br />Jr. for investigating. <br /> <br /> Mr. Joe Orland, President, and Mr. Robert Weaver, representing Royal Oaks Optimist <br />Club, presented the Board with a certificate of re-dedication of the Optimist Clubs <br />public service as a token of the golden anniversary celebration of Optimist International. <br /> <br /> Oounty Building Inspector Charles J. Irvin presented a revised building permit fee <br />schedule as requested by the Board at the previous monthly meeting. Hawfield made motion, <br /> <br />seconded by Petrea, to ammend existing ordinance by adopting the new fee schedule as <br />presented. Vote was unanimous. The schedule is recorded on page ~ ~,_~ and becomes <br />a part of these minutes. <br /> <br /> A request by Mrs. Margaret S. Cagle for a refund of $11.02 late filing tax penalty <br />paid was 9ranted by the Board upon motion by McClary, seconded by Petrea, due D the fact <br />that Mrs. Cagle's husband was confined to the hospital during January, 1969, and passed <br />away shortly thereafter.
