The.regular mon.thly meeting of the Cabarrus County Commissioners was held at 9:30 A.H on September 8, 1969, at the Cou.rthouse,~with the following members present: Chairman: C. Frank James ~ · C~mmissioners: Or. R. B..Rankin, Jr., RQbert A. McClary, Glenn S. Hawfield, Jr., and C..McNeil Petrea. Chairman James called the meeting to order. County Attorney James C. Johnson, Jr., discussed wit~.the Boar. d .the follawinG matters: An amended resolution authorizing sale at auction of a surplus truck, electric stove, and..a.~cop_yinG_machine~ ..a dr~ft of a~praposed ordina_naerequiringpermitsfar parades and.processions held.in Cabarxus. Oounty McClary, that we advertise ordinance requiring permits for certain p~rades and processions held in Cabarrus County and public heari~ to be held O(~t~beN 6, 196g, at 10=00 A.M. Vote was unanimous. A rep~o~.~..~as~..given on recommendations for handlin~ the matter of the estate of Mary Jane. Caldwell, involving the property in the vehicle driving center behind the County Board of Education office building. The Board instructed Attorney Johnson to proceed with these matters. In the land matter, Hayfield made motion~ seconded by Petrea, to buy ~e property back as recommended by the attorney. Vote was unanimous. A hospital bill in the amount of $2,570.85 for Brite Tillman Story, a prisoner in C~uat¥ Jail, was discussed. Attorney Johnson advised the Board that the County is liable only for injury or illness contracted by Oonfined in the County Jail. Sheriff Roberts stated that this was a pre.existing condition. The Board instructed that this hospital bill and subsequent doctnr bill connected with this matter be returned as a personal liability of the said Brice Tillman <.~tory. .~ Mrs. Rona!d Brwin, representing the Cahazrus Chapter ~af the National Cystic Fibrosis ge~ea~ahFaunda~ion, a~ked the Comm{ssioxle. rs to ~~e ~pZember as =~s~ic Fibrosis Month. Pe. Zrea made motion, seconded by MaClarw, to adopt September as National Cystic Fibrosis.Month. Vote was unanimous. Mr. C. E. Isenhour and /4r. Hubert ~. Barbae complained to the Board about the valuation of their property. They were advised to present this matter to the next meeting of the Board of ~qualizat/on and Review.
