The regular monthly meettn~ of the Cabarrus County Commissioners was held <br /> <br />at 9:30 A.M. on December l, 1969, at the Courthouse with the followtn~ members <br /> <br />present: Chairman: C. Frank James <br /> <br /> Commissioners: Robert A. McClary, S. Glenn Hawfteld,Jr., <br /> Dr. R. B. Rank/n, Jr., and C. McNeil <br /> Petrea. <br /> <br />Chairman James called the meeting to order. Prayer was by the Reverend Warren <br /> <br />Hawks. Minutes were read and approved. <br /> <br /> County Attorney James C. Johnson, Jr., presented the board with a tentative <br /> <br />draft of a resolution honoring the late C. M. Llewellyn as Judge of Domestic <br />Relations Court. The Board approved, the tentative draft and requested Attorney <br />3ohnson to ask the Cabarrus Bar Association for a recommendation for a temporary <br />appointment for ,ludge of the Domestic Relations Court for the month of December, <br />1969, and recommendations for a Judge to serve until December l, 1970. <br /> <br /> Attorney Johnson also reported on the statua of the court case concerning <br />the proposed admission tax on county race tracks. He advised that since the <br />special act passed tn 1961 by the General Assembly was declared unconstitutional, <br />that the Board noTproceed further with the case and let the 1971 General Assembly. <br />amend the present act. <br /> <br /> Attorney Johnson reported further that the appeal of James T. Candle <br />concerning the timber rights at the County landfill was never perfected but that <br />the suit requesting damages was still pending. <br /> <br /> County Attorney James C. Davis recommended that the Board accept SUO0.O0 <br />from the sale of Ida Ooodl.~tght Campbell one fourth (4_) interest in Kannapolts <br />property to settle a welfare lien against the property. Hawfield mede motion, <br />seconded by Petrea, to accept the $~00.00 as recommended by Attorney Davis. <br />Vote was unanimous. <br /> <br /> One two other similar liens Attorney Davis recommended $970.00 be accepted <br />on Charles E. Lewis' lien and that the sale at appraised value be accepted to <br />[settle lien on the property of Viola Patterson Hall. These two recommendations <br />were unanimously approved upon motion by Rankin, seconded by McClary~;'. <br /> <br /> Attorney William L. Mills requested clarification on the County's policy in <br /> <br />paying medical expenses on prisoners in the County Jail, due to the fact that a <br /> <br />Cabarrus Hospital bill on Brfce Ttlliman Story had been returned by the County i <br />on the premise that the County was not liable for the bill.
