The regular monthly meeting of the Cabarrus County Commissioners was held <br /> <br />at 9:50 A.M. on July 6, 1970, at the Courthouse, with the following members <br /> <br />present: <br /> <br /> Chairman: C. Frank James <br /> <br /> Commissioners: C. McNeil Petrea, S. Glenn Hawfield, Jr., <br /> <br /> Robert A. McClary, and Dr. R. B. Rankin, Jr. <br /> <br />Chairman James called the meeting to order. Prayer was by the ReVerend <br /> <br />Wilbur Jarrett. Minutes were read and approved. <br /> <br /> Mrs. 3o~ Spears discussed with the Board a dangerous water situation in <br />an abandoned gravel pit near her home on property owned by Bill White and <br />J. P. Morrison. Commissioners referred this matter to the County attorneys <br />and instructed Mrs. Spears to also take up the matter with the County Mealth <br />Director. <br /> <br /> County Attorney Clarence Horton presented the second reading of the <br /> <br />County Parking Ordinance. Ranktn made motion, seconded by Petrea, to adopt <br />the ordinance as presented. Vote was unan~tmous. This ordinance was adver- <br />tised in accordance with the law and recorded in the County's Ordinance Book <br />to take effect August 3, 1970. <br /> <br /> County Manager Hurt reported dissatisfaction expressed by owners of the <br /> <br />land leased for the landfill on the ared used for dumping trash. He also <br />relayed a request by the land owners for the rent to be paid one year in <br />advance. After a discussion the Board proposed to pay six (6) months rent <br />in advance and authorized Commissioner Hawfteld to discuss the situation <br /> <br />with the landowners. <br /> <br /> Commissioner Rankin reported that he and the County Manager had made <br /> <br />a study of the man power needs for the Sheriffs Dept. A conference with the <br />chief deputy.revealed that the Sheriff's Dept. operates one day shift and three <br />slb~.~t night shifts; the Jail being operated on three eight hour shifts. <br />Rankin stated that according to a new plan worked out, the Sheriff's Dept. <br />could be put on a three shift operation utilizing k-7 man squads by adding <br />3 additional men and 1 secretary to the Sheriff's Dept. personnel. After <br />discussion, the Board agreed to add these personnel to the Sheriff's Dept. and <br />instructed the County Manager to change the tentative budget accordtn,~ly. <br /> <br /> County Attorney Clarence Horton presented a resolution authorizing the <br />Sheriff to execute personal property tax liens. This resolution was unanimous- <br />ly approved and is recorded on page 791 and becomes a part of these minutes. <br /> <br /> <br />
