838 <br /> <br /> A special meeting of the Cabarrus County Commissioners was held <br /> <br />January 14, 1971 at 7:00 P.M. at the Courthouse with the following <br /> <br />members present: <br /> <br /> S Glenn Hawfield, Jr , Chairman <br /> Robert h. McClary <br /> C. Frank James <br /> John Hammett <br /> Charles Gallimore <br /> <br /> Also present were: John R. Boger, County Attorney, and members of <br /> <br />the Planning and Zoning Board <br /> <br /> Albert Klimas, Health Director, reported on the ability of the three <br /> <br />low bidders on the County Landfill to meet equipment requirements. <br /> <br /> Commissioner dames made motion to award contract to Jacob H. H. <br /> <br />Sloop, the low bidder. Seconded by Hammett. Vote was unanimous. <br /> <br /> Chairman Hawfield opened the floor for discussion of the Minimum <br /> <br />Lot Size Ordinance proposed by the Planning Board. <br /> <br /> Chairman Hawfield requested questions be directed from the floor to <br /> <br />Chairman Black of the Planning and Zoning Board, and called on Chairman <br /> <br />Black to explain the ordinance. <br /> <br /> Don Sellers, President of the Mobile Home Association, argued that <br /> <br />the minumum lot sizes and setbacks are too large, and that there are no <br />provisions in the ordinance that protects the mobile home park operator <br />or present mobile home dwellers. <br /> <br /> Phil Lippard and Carlyle Rutledge, representing the Home Builders <br /> <br />Association, asked the Commissioners to reduce'the 15-foot side setbacks <br /> <br />in the ordinance to 10 feet. <br /> <br /> Ray Calloway said landowners should be able to use their land "as <br /> <br />we see fit." <br /> <br /> R. L. Dorton said he could see no need for the Planning Board. <br /> <br />R. M. Faggard said the ordinance "boils down to county-wide zoning." <br />Dr. Ridenhour of Kannapolis said the ordinance did not take into <br />consideration c~iling overlaps and carports and said it would run lot costs <br />up 30 to 50 per cent. <br /> <br /> Chairman Hawfield said he felt the Commissioners had gotten a good <br /> <br />consensus, and comments and discussions would be considered.
