93 <br /> <br /> The Board of Conenissioners for the County of Cabarrus, North Carolina met <br /> <br />in regular session at the County Courthouse, in Concord, North Carolina, at 10 o'clock <br /> <br />a.m., on November 1, 1971. <br /> <br /> Present: Chairman S. Glenn Hawfield, Jr., and Commissioners Robert A. McClary, <br /> <br />C. Frank James, Charles Gallimore, John A. Hammett. <br /> Absent: None <br /> <br /> Invocation was by the Reverend Therman Allred, Cabarrus Baptist Association. <br /> Minutes of the October 4, 1971 meeting were read and approved. <br /> Gallimore made motion, seconded by Hammett and carried, designating the <br /> <br />following holidays for County employees: <br /> Thanksgiving 1 Day <br /> <br /> Christmas Thursday, Friday and Saturday morning <br /> <br /> New Years Saturday morning and Monday <br /> <br /> Motion made by Hammett and carried, to convert the County payroll to data <br /> <br />processing, effective December, 1971, with the checks to be dated the last <br /> <br />working day of the month. <br /> <br /> Commissioner McClary read a letter addressed to S. Glenn Hawfield, Jr. from <br /> <br />Judge Robert A. Collier, Jr. The letter endorses bonds as "the fairest and <br />best" method of building a new courthouse, and is recorded on Page 89 of these <br />minutes. <br /> <br /> County Attorney John Boger, Jr. reported that there are no legal grounds for <br /> <br />the local practice of exempting active service men from personal property tax. <br /> <br />Tax Supervisor Terry L. Rowland requested clarification on this policy. <br /> <br /> John Boger, Jr. told the Board that it has no authority to pass a dog leash <br /> <br />law in Kannapolis. Such an ordinance would have to apply throughout the <br /> <br />County. <br /> <br /> CharlieSehorn was appointed to the Zoning and Planning Board for a four <br /> <br />year term, on motion made by Gallimore, seconded by Hammett and carried. <br /> <br /> A resolution supporting the County's inclusion in a regional air pollution <br /> <br />control Board was approved, on motion by Gallimo~e, seconded by McClary and <br /> <br />carried. This is recorded on Page 92 and becomes a part of these minutes. <br /> <br /> No action was takin by the Board on a request from Tax Supervisor Terry <br /> <br />L. Rowland to relieve his office of taking the annual farm census pending <br /> <br />clarification from state agricultural officials. <br /> <br /> Gallimore made motion, seconded by Hammett and carried, to appoint Albert <br /> <br />J. Klimas, Health Director, to supervise and direct the removal and reinterment <br />of graves. A letter from the North Carolina State Highway Department requested <br />that the Board make this appointment. <br /> <br /> <br />
