Glenn Hawfield, Chairman Board of County Ooz~issioners Courthouse Concord, North Carol ~ ua Dear Sir: The following resolution is an exact quotation from the minutes of meeti~ of the E~ecutive Co~mlttee of the Board of Trustees of Cabarrus Memorial Hospital held on January 11, 1972: \ "On regular motion, duly seconded, the following resolution was unanimously adopted: '~LEHEAS, the Public Local Laws, to enable the establishment and maintenance of the Cabarrus Memorial Hospital, provided that the ,Board of County Commissioners shall also levy a tax not to exceed two cents on the one hundred dollar valuation of property for the maintenance and upkeep of said Hospital' and the ~ecutive Committee shall certify ,the amount necessary to maintain and improve, the hospital for the ensuing year; and ,~EREA$, it is the una,~i,m-~us opinion of the Executive Committee that said levy be included in the 1972 County tax rate to provide additional funds for the main- tenance and upkeep of and for improvements to the hospital; and .~E~EA$, the greatly increased cost of handling charity cases is more of a financial burden than the hospital can finance without direct aid from the County, as the certified free charity days for 1971 numbered approximately 12,?~2 Sm~vs, which cost the hospital more than $772,961.00, based on our average cost per patient day, not including an~ depreciation; ,q~OW, ~C~E, BE IT RESOLVED, That the Executive Coz~mittee unanimously authorize the Chairmau and the Secretary to request and certify to the Board of County Commissioners that it is advisable to include two cents on the one hundred dollar property valuation in the 1972 tax rate w~ich will provide approximately $6~,000 to be used for the ma~_utenance sad upkeep and for future improvements to the Cabarrus Memorial Hospital; and "BE IT FURTHER EE$OLVED, That the Executive Committee unanimously authorize the Chairman and the Secretary to request the Board of County Commissioners to make available in the 1972 County tax rate appro~mately $192,000, which would be the proceeds from six cents on the one hundred dollar ~opexSry valuation, said amount to be available only to the Cabarrus Memorial Hospital for charity work handled through the Cabarrus County Welfare Offices for charity patients at the Cabarrus Memorial Hospital, and this amount is in addition to the $6~,000 requested above for maintenance and upkeep."
