125 <br /> <br /> The Board of Commissioners for the County of Cabarrus, North Carolina met~'~ <br /> <br /> called session at the County Courthouse in Concord, North Carolina on March 11, 1972 <br /> at 9:00 a.m. <br /> Present:Chairman - S. Glenn Hawfield, Jr. <br /> Commissioners - Robert A. McClary C. Frank James <br /> John A. Hammett <br /> Charles Gallimore <br /> The Chairman read the following prepared statement: <br /> <br /> "The Board has been considering the request of the City of Concord to move its <br /> Police Department~ to the property of Cabarrus County known as the "County Complex." <br /> <br /> The Commissioners are unanimous in agreeing that the request is reasonable if <br /> bringing the Police and Sheriff's Department closer reduces expenses or improves law <br /> enforcement for all of Cabarrus County. <br /> <br /> The Board and Mr. George Griffin, the Architect, have studied how such ~ move <br /> would affect the present Law Enforcement Building, the new courthouse, future <br /> expansions and parking. <br /> <br /> Three different ideas have been discussed, and they are: <br /> <br /> 1. That a separate building be constructed facing Church Street with some <br /> future connection between it and the present Law Enforcement Building. None of <br /> the Commissioners favored this plan. It would not combine any operations of the <br /> two Departments. <br /> <br /> 2. That the Police Department occupy the Tax Supervisor's Offices in the <br /> <br /> Law Enforcement Building and construct the addition to the Law Enforcement <br /> <br />i, Building as shown on the site plan prepared by the architect in July 1971. <br /> This plan would necessitate moving the Tax Supervisor to the basement <br /> of the new courthouse. The addition would provide 36 additional cells to the <br /> jail, but the need is not now evident. Construction of the addition could <br /> not begin until present buildings are removed. <br /> 3. That an addition to the Law Enforcement Building be constructed <br /> between the sally port and the entrance to the Tax Supervisor's offices. This <br /> addition could Be built at the same floor elevations and to the same height. <br /> Using the~storage room and darkroom in the present building, a connection can <br /> be made that will enable the Departments to have Joint criminal records. Also, <br /> the sally port, interrogation rooms, fingerprinting and photograp~{ng rooms <br /> and the mew meeting room in the basement can be shared and used jointly. <br /> M~. Griffin advises that this plan is feasible and that the same style <br /> of architecture can be maintained. It would provide the minimum loss of <br /> <br /> parking spaces. <br /> <br /> County and City Attorneys advise that the General Statutes of North <br /> <br /> Carolina permit local governments to take this action." <br /> <br /> <br />
