December 21, 1972

Statement by~ $. Glenn Hawfield, Jr., P. E. Chairman
Cabarrus County Board of Commissioners

I regret that there has been any misunderstanding by Mayor Austin of the To~n
of Mount Pleasant about the participation by Cabarrus County in sewage disposal
throughout the county.

There are no plans for a complete countyvide sewage system. Burl plans are
being developed so that outfall lines and disposal plants will eventually serve
ail of the major drainage basins in the county.

Several years were spent in a study of the drainage basin of Cold Water Creek

and other basins West of it. At my request over a year ago a study was begun

of Dutch Buffalo Creek basin on which Mount Pleasant is located. All of these
studies were made for the City of Concord by Peirson and ~hit~nan, Inc., a very
competent engineering fi~m from Raleigh. Peirson and ~hitman have agreed to furnish
to Cabarrus County at no expense the results of these studies and a master report
plan, which will be incorporated in the region plans of the Cent~alina Council
of Government~ the planning agency for Region nFa of North Carolina.

No muncipality or sanitary district will be able to obtain state and federal
funds for the abatement of stream pollution without an acceptable regional plan.
The report plan for Cabarrus County should be completed in Hatch and the region
plan by July 1, 1973.

Attached is a status report from Peirson and Whitman, Inc., dated December

21~ 1972.
