The Board of Comissioners for the County of Cabarrus~ North Carolina~ met in special session at the Courthouse in Concord~ North Carolina~ on Saturday~ June l~ 1973~ at 9~00 a.m. Present: Chairman - S. Glenn Hawfield, Jr. Commissioners: Robert A. McClary Charles Gallimore C. Frank James John Hammett Commissioner Gallimore presented a resolution to the Board that had been adopted by the Town Council of Harrisburg, North Carolina, in which the Cabarrus County Tax Collector was requested to collect the Municipal Tax for the Town of Harrisburg for the 1973-74 fiscal year. Commissioner Gallimore recommended that the Town of Harrisburg Resolution be given to County Administrator, Richard Wade, for consultation with County Attorney, John Boger, in the preparation of a Cabarrus County Resolution for collecting and distributing the Munctpal Tax for the Town of Harrisburg. Present at the me,ting were Mrs. Martha Marks, Mayor of the Town of Harrisburg, and Mr. Ben Granville, Town Clerk. The Board discussed the Schools' budget. Commissioner Gallimore made motion, seconded by McClary, that a Capital Improvements Reserve Account be established in the School Fund in the amount of $500,000.00 and distributed on a per-capita basis. Vote carried. Commissioner Han~nett made motion, seconded by Commissioner Galltmore, to approve the Schools' Consolidated Budget. Motion amended to disapprove the request for garage equipment in the amount of $6,350.00. Vote carried unanimously. Motion by McClary, seconded by Gallimore, to approve the Schools' Current Expense Budget, except the increase in Local Paid Teachers and Clerical Assistants. Vote carried unanimously. McClary presented a proposal to amend the Law Enforcement Budget. The amendment would authorize longevity pay in recognition for length of service to the County. The longevity pay proposal would become effective July 1, 1973, and would establish several pay grades between the existing ranks. The proposal would provide a salary increase for a patrolman after 3, 5, and 8 years; a sergeant after 3 and 6 years; and a lieutenant after 3 years. The details of the proposal to be documented by County Administrator, Richard Wade, and incorporated in the Law Enforcement Budget for fiscal year 1973-74. Motion by McClary, seconded by Gallimore, to amend the Law Enforcement Budget for fiscal year 1973-74 to provide for the longevity salary increases for Cabarrus County Deputies. Vote carried unanimously. Jack Cranford, State Commander of the American Legion, appeared before the Board and requested that the American Flag be displayed in front of the Cabarrus Memorial Hospital. Chairman Hawfield stated that he would look into the matter. Commissioner Gallimore presented a request from the Jaycees to utilize the County property opposite the Health Department (across Hwy 601) for use by children with minibikes. This program would be regulated and supervised by the Jaycees during the summer months.
