The Board of Commissioners for the County of Cabarrus met in regular session at the <br />Courthouse in Concord, North Carolina, on August 6~ 1973 at 9:00 a.m. <br /> <br /> Present: Chairman - S. Glenn Hawfield, Jr. <br /> <br /> Commissioners: Robert A. McClary <br /> Charles Gallimore <br /> C. Frank James <br /> John A. Hammett <br /> <br /> Invocation was by the Reverend Bryan Fox from Trinity United Methodist Church. <br /> <br /> Minutes of the July 9 and July 19 meetings Were read and approved. <br /> <br /> Motion by Gallimore, seconded by McClary to re-appoint Mr. C. C. Griffin and Mr. Harold <br />Nash to the Cabarrus County Community Relations Commission. Vote carried unanimously. <br /> <br /> County Attorney, John Boger, presented a resolution authorizing the sale of Cabarrus <br />County Courthouse Bonds. Motion by Hammett, seconded by Gallimore to adopt the resolution <br />authorizing the sale of the Courthouse bonds. Vote carried unanimously. This resolution <br />is recorded on page 228 and becomes a part of these minutes. <br /> <br /> Commissioner Hammett presented a resolution to change the regular meeting in September <br />to Thursday, September 6, 1973. Vote carried unanimously. This resolution is recorded on <br />page 232 and becomes a part of these minutes. <br /> <br /> Mr. Fred Goodman, from the Kannapolis Sanitary District, presented a resolution for <br />annexation of property owned by Dayvault Enterprises, Inc., and the Scottish Real Estate <br />Company. Motion by McClary, seconded by James to adopt the resolution. Vote carried <br />unanimously. This resolution is recorded on page 233 and becomes a part of these minutes. <br /> <br /> Chairman Hawfteld presented a statement of support for the National Guard and Reserve <br />Units. Motion by McClary, seconded by Gallimore to approve the statement of support. Vote <br />was unanimous. <br /> <br /> County Attorney, John Boger, reported on the meeting between Mr. Fleetwood, FHA Office <br />in Monroe, and residents of Bethel Community, Ester Circle, Reverend Koehneke, Reverend <br />Plexico, Dr. Gresham, and Mr. Charles Bost of the Cabarrus County Community Relations <br />Commission. Mr. Boger repozted that there were no grant funds available from the FHA for <br />water and sewer services in the Ester Circle and Bethel Communities; however, he stated <br />that there was a possibility of a 40-year loan at 5% that would have to be repaid by the <br />residents out of water revenues. A discussion ensued and Vice-Chairman McClary directed <br />questions to the County Attorney relative to alternative financing or funds that might be <br />available from other sources, other than FHA. No further action taken. <br /> <br /> County Attorney, John Boger, presented a letter addressed to the Honorable Estus White, <br />Clerk of Superior Court, from Attorney J. Lee Crowell, Jr., relative to a donation of law <br />books to be placed in the library of the New Courthouse. County Attorney, John Boger, <br />recommended that the Board refer the correspondence to the Cabarrus County Bar Association <br />for advice and recommendations. Motion by McClary, seconded by Hammett to forward the <br />correspondence to the Cabarrus County Bar Association. Vote was unanimous. <br /> <br /> <br />
